A. INTRODUCTION

Construction continued on Segment 2, Angeles National Forest (Milepost (MP) 33 to 57) and Segment 5 (MP 108 to 118).

B. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles Forest Service involves very steep slopes and requires significant time and additional equipment for trenching, stringing, and other pipe laying activities. Segment 2A Environmental Monitor (EM), Stan Harding was on-site. PPSI has 12 craft inspectors, six environmental inspectors, and six Native American monitors inspecting the work of approximately 130 contractor employees. Construction progress from October 20 through 26, 1997 included the following:

Segment 2A Comments:

One non-compliance event occurred. Mini-crew finishing backfilling on south slope of Liebre Gulch. Gorman Creek (MP 33.40 to 33.50) crossing was completed on Saturday, October 26.

Segment 2A Schedule for Next Week:

The Forest Service is requiring that construction within the Angeles National Forest be completed by November 1, 1997. A meeting is scheduled for October 29 between ANF and PPSI to discuss construction progress and the November 1 deadline.

C. SEGMENT 3 CONSTRUCTION PROGRESS

No construction activity occurred on Segment 3 this week.

Segment 3 Schedule for Next Week:

Construction activity projected to resume October 28

D. SEGMENT 4A CONSTRUCTION PROGRESS

This segment involves nighttime construction (8:00 p.m. to 5:30 a.m.) in railroad and road right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A EM, Christopher Meyer, has been on-site during construction. PPSI has one craft inspector, one environmental inspector, and one contamination inspector inspecting the work of approximately 10 contractor employees during construction. Construction progress from October 20 through 24, 1997 included the following:

Segment 4A Comments:

Construction began on Monday night, October 20. Crews are removing abandoned railroad track that is in the construction right-of-way in Alameda Street. One non-compliance event occurred.

Segment 4A Schedule for Next Week:

Rail removal will continue.

E. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and road right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 20 contractor employees. Construction progress from October 23 through 24, 1997 included the following:

Segment 4B Comments: Construction began on Thursday, October 23. No non-compliance events occurred.

Continue pot-hole along right-of-way.

F. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and road right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5 EM, Pete Messick, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 25 contractor employees during construction of Segment 5C. Construction is complete on Segments 5A and 5B except where skips between segments remain. Skips will be tied-in when the county contractors are no longer working in the areas. Construction progress from October 20 through 26, 1997 included the following:

Construction will continue on cased pipe at Del Amo Boulevard (EMP 113.95).
