A. INTRODUCTION

Restoration activities continued on Segment 2A, Angeles National Forest (Milepost (MP) 33 to 56); construction continued on Segment 1 (MP 0 TO 33), Segment 2B (MP 56 to 73); Segment 3 (MP 73 to 99), Segment 4A (MP 99 to 108), Segment 4B (El Segundo MP 0 to 11), and Segment 5 (MP 108 to 118).

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley, through the Tejon Pass to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Lynn Stafford has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 25 contractor employees. Construction progress from November 10 through 14, 1997 included the following:

One non-compliance event occurred (see the table below). Pot-holing activities advanced from Copco Road to Peace Valley Road. Asphalt was ground along Copco Road in preparation for trenching activities. Crew did not work Tuesday, November 11, Veteran’s Day.

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest involves very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. Segment 2A EM, Stan Harding, has been on-site during construction. No construction progress was made between November 10 and 16, 1997.

Segment 2A Comments:

No non-compliance events occurred. All construction activities, except revegetation, were completed by November 8. ANF representative was unable to make final inspection on November 10, 1997 because of rain. ANF will inform PPSI of additional work that needs to be done after final inspection that will occur at a later date.

Segment 2A Schedule for Next Week:

To be determined after meeting with ANF representatives.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways between MP 56.7 to 73. Segment 2B EM, Stan Harding, has been on-site during construction. PPSI has two craft inspector, one environmental inspector, and one Native American monitor inspecting the work of approximately 10 contractor employees. Construction progress November 10 through 14, 1997 included the following:

Segment 2B Comments:

No non-compliance events occurred. Construction activities were halted due to rain on November 10 and 13 at 11:00 a.m. and crews did not work November 11, Veteran’s Day.

Segment 2B Schedule for Next Week:

Begin saw-cutting concrete roadway along Castaic Road and Lake Hughes Road in preparation for trenching along the roads.

E. SEGMENT 3 CONSTRUCTION PROGRESS

This segment is mostly within MTA rail right-of-way from Sylmar to Alameda Street in Los Angeles. Segment 3 EM, Brooke Langle, has been on-site during construction. PPSI has 4 craft inspectors, one environmental inspector, one contaminated soils inspector, and one Native American monitor inspecting the work of approximately 15 contractor employees. Construction progress from November 10 through 14, 1997 included the following:

Segment 3 Comments:

No non-compliance events occurred. City of Los Angeles inspector visited site on November 14 and requested that chain-link fence be installed between the trench and San Fernando Road. The fence was installed before close-of-business on November 14. Construction activities were halted due to rain on November 10 and shutdown at noon on November 13. Crews did not work November 11, Veteran’s Day.

Segment 3 Schedule for Next Week:

Backfill and conduit installation scheduled to begin.

F. SEGMENT 4A CONSTRUCTION PROGRESS

This segment involves nighttime construction (8:00 p.m. to 5:30 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A EM, Christopher Meyer, has been on-site during construction. PPSI has one craft inspector, one environmental inspector, and one contamination inspector inspecting the work of approximately 10 contractor employees during construction. Construction progress from November 10 through 14, 1997 included the following:

Segment 4A Comments:

No non-compliance events occurred. Construction activities were halted due to rain on November 10. On November 11, PPSI shutdown contractor for 30 minutes because of a violation of the Traffic Management Plan. MediaOne Cable line was cut on November 13; owner was notified and repairs were made.

Segment 4A Schedule for Next Week:

Removal of abandoned railroad tracks in the right-of-way along Alameda Street will continue. Pot-holing may begin at end of week.

G. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has four craft inspectors, one part-time environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 15 contractor employees. Construction progress from November 10 through 14, 1997 included the following:

Segment 4B Comments: No non-compliance events occurred. Work continues in railroad right-of-way. The environmental inspector for PPSI divides her time between Segments 4B and 5. Bore pits at Aviation Blvd. will be 27-feet deep.

Continue bore pit excavations and installing pipe at bores along right-of-way.

H. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5 EM, Pete Messick, has been on-site during construction. PPSI has four craft inspectors, one part-time environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 15 contractor employees during construction of Segment 5C. Construction is complete on Segments 5A and 5B except where skips between segments remain. Skips will be tied-in when the county contractors are no longer working in the areas. Construction progress from November 10 through 15, 1997 included the following:

Segment 5 Comments: No non-compliance events occurred. The environmental inspector for PPSI divides her time between Segments 4B and 5. Crews did not work November 11, Veteran’s Day. Erosion control devices were installed at storm drains. Crews worked Saturday, November 15 until 11:30 a.m. to lay pipe under Union Pacific Railroad track (at the request of Union Pacific Railroad).

Segment 5 Schedule for Next Week:

Construction to continue along E. Alameda Street.
