A. INTRODUCTION

Construction continued on Segment 1 (Milepost (MP) 0 TO 33), Segment 2B (MP 56 to 73); Segment 3 (MP 73 to 99), Segment 4A (MP 99 to 108), Segment 4B (El Segundo MP 0 to 11) and Segment 5 (MP 108 to 118).

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Lynn Stafford has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 65 contractor employees. Construction progress from March 2 through 6, 1998 included the following:

Segment 1 Comments:

No non-compliances occurred. Traffic control has been monitored daily by Los Angeles County inspector. Work at Gorman Creek bore (MP 32.40) continued. Construction activities are now north of the north entrance to the Hungry Valley State Park. Directional drill crew prepared site for drill of Gorman Slide. On March 6 the main strand of the San Andreas fault zone was trenched. Aspen’s technical expert for geology was on-site to document crossing. On March 5 vault was installed at check valve site (EMP 25.94). Environmental exclusion fencing was installed in Grapevine Canyon (EMP 19.82 to 16.50).

Segment 1 Schedule for Next Week:

Continue north on Peace Valley Road to Frazier Park. Begin directional drill of Gorman Slide. Install valve at EMP 25.94.

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. All construction activities to Templin Highway, except revegetation, were completed by November 9.

Segment 2A Comments:

PPSI has not implemented a more aggressive implementation of the erosion control plan as requested by Mike Wickman (ANF) in a letter to PPSI dated December 15, 1997. PPSI provided a schedule for restoration and erosion control on Segment 2A. PPSI met with ANF to discuss the unapproved conduit that was installed on ANF lands.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Chris Fazzari, has been on-site during construction. PPSI has six craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 95 contractor employees. Construction progress March 2 through 7, 1998 included the following:

Segment 2B Comments:

No non-compliance events occurred. Traffic control has been monitored daily by Los Angeles County inspector. A one-day restriction-of-construction-hours test was enacted by the Los Angeles County inspector to determine if restricted times eased traffic congestion in the construction area. On March 7 a small PVC gas line near EMP 59.50 was broken during trenching. The line was mis-marked and repairs were made immediately. The 8-hour hydrotest of the Santa Clara River pipe section was successfully completed. Fuel spills continue to occur at the fueling site in the Castaic Yard. Contaminated soils are excavated and stored in containment barrels for proper disposal.

Segment 2B Schedule for Next Week:

Work along The Old Road north of Hasley Canyon Road to continue. Limited work area and traffic congestion is slowing progress.

E. SEGMENT 3 CONSTRUCTION PROGRESS

This segment is mostly within MTA rail right-of-way from Sylmar to Alameda Street in Los Angeles. Segment 3 EM, Brooke Langle, has been on-site during construction. PPSI has two active construction zones: Seg 3 - North has five craft inspectors, one environmental inspector, and one contaminated soils inspector inspecting the work of approximately 80 contractor employees. Seg 3 - Los Feliz has two craft inspectors, one environmental inspector and one contaminated soils inspector. Construction progress from March 2 through 7, 1998 included the following:

Segment 3 - North Comments:

One non-compliance event occurred. Rain halted construction on February 23 and 24. Boring operations were completed at Arvilla Avenue. Bore crew continued at Buena Vista Avenue. Directional drill operations began at Burbank crossing (EMP 86.91).

Segment 3 - Los Feliz Comments:

No non-compliance events occurred. Bore continued at Casitas Street. Limited construction activities resumed at the StorItAll storage facility per agreement reached with property owner. About 200 yards of pipe (and conduit) were laid, x-rayed, coated then slurried/backfilled at the StorItAll facility this week.

Segment 3 - Los Feliz Schedule for Next Week:

Continue to close the trench and asphalt over it each night at the StorItAll facility.

F. SEGMENT 4A CONSTRUCTION PROGRESS

This segment involves nighttime construction (8:00 p.m. to 5:30 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A EM, Christopher Meyer, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 60 contractor employees during construction. Construction progress from March 2 through 6, 1998 included the following:

Segment 4A Comments:

No non-compliance events occurred. Crews hand dug foreign utilities and discovered marked lines also. On March 4 a mismarked water line was broken during excavation and repairs were promptly made. Rain canceled construction on November 6.

Continue excavation of intersections with special attention to looking for unmarked lines during trenching.

G. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one part-time Native American monitor, and one contamination inspector inspecting the work of approximately 60 contractor employees. Construction progress from March 2 through 6, 1998 included the following:

Continue bores and monitor bore pits for stability. Prepare for directional drill at Aviation Blvd.

H. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5C EM, Pete Messick, has been on-site during construction. PPSI has three craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 40 contractor employees. Construction is complete on Segments 5A and 5B. Construction progress from March 2 through 6, 1998 included the following.

No non-compliances occurred. Construction continued in the Alameda Corridor. On March 4 repairs were made by fiber optic owner on line that was damaged on February 28; service was not interrupted.

Install block valve north of Dominguez Channel and complete work in Alameda Corridor north of Dominguez Channel.

K. GENERAL PLANS FOR NEXT WEEK

Construction on Segments 1, 2B, 3, 4A, 4B and 5C will continue. Small crew from Segment 5 to continue working the Los Feliz Blvd area of Segment 3.
