A. INTRODUCTION

Construction continued on Segment 1 (Milepost [MP] 0 TO 33), Segment 2B (MP 56 to 73); Segment 3 (MP 73 to 99), Segment 4A (MP 99 to 108), Segment 4B (El Segundo MP 0 to 11) and Segment 5 (MP 108 to 118).

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Lynn Stafford has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, one Native American monitor, and one contaminated soils monitor inspecting the work of approximately 65 contractor employees. Construction progress from April 6 through 10, 1998 included the following:

Segment 1 Comments:

No non-compliances occurred. Construction is being inspected by both Kern County and Los Angeles County construction inspectors. Concrete was poured at Block Valve #8 (EMP 28.33). The collapsed hole of the directional drilling of Gorman Slide (EMP 25.94) was redrilled, the pipe hydrotested, and the pull-back successfully completed by April 10. Paving along Peace Valley Road was aided by temperatures in the high 50's and no rain.

Segment 1 Schedule for Next Week:

Continue construction along Lebec Road, paving of Peace Valley Road, and finish work at Block Valve #8.

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest (ANF) involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. All construction activities to Templin Highway, except revegetation, were completed by November 9.

A helicopter fly-over inspection with representatives from ANF, Aspen, and PPSI is scheduled for next week.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Chris Fazzari, has been on-site during construction. PPSI has six craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 95 contractor employees. Construction progress April 6 through 10, 1998 included the following:

Segment 2B Comments:

No non-compliance events occurred. Traffic control has been monitored daily by Los Angeles County inspector. Tie-ins were completed at Parker Road intersection and Castaic Creek Directional Drill exit point (EMP 61.50). As trenching went through the intersection of The Old Road and Magic Mountain Parkway, traffic to Magic Mountain Amusement Park backed-up on both the north- and south-bound lanes of Interstate 5. Both the California Highway Patrol and the Los Angeles Department of Public Works met with PPSI to determine how this problem could be resolved. It was decided that construction through this area should be conducted at night.

Segment 2B Schedule for Next Week:

A construction schedule to reduce traffic impacts at Magic Mountain Parkway (as requested by Los Angeles Department of Public Works) will be enacted: Conduit, Backfill and Paving crews will work 7:00 a.m. until 3:30 p.m.; Pot-hole and Trenching will work 11:00 a.m. until 7:30 p.m.; and the remainder of the crews will work 10:00 p.m. until 6:30 a.m. until construction is finished along The Old Road from Magic Mountain Parkway to Valencia Blvd.

E. SEGMENT 3 CONSTRUCTION PROGRESS

This segment is mostly within MTA rail right-of-way from Sylmar to Alameda Street in Los Angeles. Segment 3 EM, Brooke Langle, has been on-site during construction. PPSI has two active construction zones: Seg 3 - North has five craft inspectors, one environmental inspector, and one contaminated soils inspector inspecting the work of approximately 80 contractor employees. Seg 3 - Los Feliz has one craft inspectors, one environmental inspector and one contaminated soils inspector. Construction progress from April 6 through 10, 1998 included the following:

Segment 3 - North Comments:

No non-compliance events occurred. Trench crew moved from EMP 91.05 to EMP 91.37, where trenching resumed. Excavation begun for bore at Highland Street. On April 9, two unmarked underground telephone lines were cut during trenching operations. All appropriate procedures and contacts were made.

Directional drilling crew completed northward drill at Burbank Crossing (EMP 86.91) and began to set up for southward drill.

Segment 3 - North Schedule for Next Week:

North crew will join Los Feliz crew, and resume mainline construction. Only directional drilling operations will be working in the North.

Segment 3 - Los Feliz Comments:

No non-compliance events occurred. The construction offices for Segment 3 were relocated from San Fernando to Glendale in preparation for the North crew joining the Los Feliz crew.

Segment 3 - Los Feliz Schedule for Next Week:

Finished clean-up activities at the StorItAll facility and continue Glendale Blvd boring activities.

F. SEGMENT 4A CONSTRUCTION PROGRESS

This segment involves nighttime construction (8:00 p.m. to 5:30 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A EM, Christopher Meyer, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 60 contractor employees during construction. Construction progress from April 6 through 10, 1998 included the following:

Segment 4A Comments:

No non-compliance events occurred. Crews had trouble removing traffic controls from the street before 5:30 a.m. and the contractor received a written warning. Work was completed at 8th Street. Trench at Bay Street subject to sidewall collapses. Construction activities have progressed to Olympic Blvd (101.24), where deep ditch will be required to miss an underground utility.

Segment 4A Schedule for Next Week:

Continue excavation and repair of trench at Bay Street. Contractor to have traffic controls and streets cleaned before 5:30 a.m.

G. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one part-time Native American monitor, and one contamination inspector inspecting the work of approximately 60 contractor employees. Construction progress from April 6 through 10, 1998 included the following:

Segment 4B Comments:

No non-compliance events occurred. Backfilling operations at Aviation Blvd (ESMP 9.59) began. Crews started on east side of Hawthorne Blvd (ESMP 7.92). Work was started at Dominguez Channel (ESMP 6.37). Pot-holing progressed to Avalon Blvd (ESMP 2.52).

Segment 4B Schedule for Next Week:

Continue directional drilling at Aviation Blvd. Continue backfill operations at bore sites and excavation of bore pit at Van Ness Ave.

H. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5C EM, Pete Messick, has been on-site during construction. PPSI has three craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 40 contractor employees. Construction is complete on Segments 5A and 5B. Construction progress from April 6 through 10, 1998 included the following.

Segment 5C Comments:

No non-compliances occurred. Dewatering of pond south of Sepulveda Blvd (EMP 116.84) began April 9. Boring operations at Sepulveda Blvd (EMP 116.73) progressed. Potentially contaminated soils (diesel fuel) were excavated and tested by the contamination inspector. All required procedures were followed and contaminated soil was disposed off properly.

Segment 5C Schedule for Next Week:

Continue construction activities at Sepulveda Blvd and south along railroad tracks.
