A. INTRODUCTION

Construction continued on Segment 1 (Milepost [MP] 0 TO 33), Segment 2B (MP 56 to 73); Segment 3 (MP 73 to 99), Segment 4A (MP 99 to 108), Segment 4B (El Segundo MP 0 to 11) and Segment 5 (MP 108 to 118).

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Lynn Stafford has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, one Native American monitor, and one contaminated soils monitor inspecting the work of approximately 65 contractor employees. Construction progress from April 13 through 17, 1998 included the following:

Segment 1 Comments:

No non-compliances occurred. Construction is being inspected by both Kern County and Los Angeles County construction inspectors. Finish-work (coating) was performed at Block Valve #10 (EMP 32.81). Excavation for tie-in of Block Valve #9 (EMP 30.45) was begun. The underground directional drill pipe at Gorman Slide (EMP 25.94) was filled with water in preparation for the hydrotest on Monday, April 20. On April 16, a telephone cable in a shallow trench was damaged when some of the ground under stored spoil was scraped off by a piece of equipment that was loading spoil for placement back in the trench. All contacts were made and service was restored within 24 hours. On April 15, Segment 1 was shut down by the California Highway Patrol to allow traffic that had been rerouted from Interstate 5 (because of snow) to use the frontage road for passage. On April 14 bouts of rain, sleet and snow slowed, but did not shutdown, construction activities.

Segment 1 Schedule for Next Week:

Continue construction along Lebec Road and finish work at Block Valves 9 and 10.

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest (ANF) involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. All construction activities to Templin Highway, except revegetation, were completed by November 9.

A helicopter fly-over inspection with representatives from ANF, Aspen, and PPSI was canceled due to white-out (snow) conditions and will be rescheduled the week of April 20.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Chris Fazzari, has been on-site during night construction and Lead EM, Kris Thorne, has been on-site during day construction. PPSI has six craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 95 contractor employees. Construction progress April 13 through 17, 1998 included the following:

Segment 2B Comments:

No non-compliance events occurred. Traffic control has been monitored daily by Los Angeles County inspector. Construction through the intersection of Magic Mountain Parkway and The Old Road was performed at night (10:00 p.m. until 7:00 a.m.) The fiber optic conduit near EMP 62.82 did not pass the sizing test and was excavated and repaired. Water trucks were spraying water to help control dust along the ROW. On April 13, an unmarked 0.5 inch gas line was cut during excavations. All notifications were made and repairs were completed within 4 hours. Service was not interrupted to any customers. On April 14, an unmarked water line was broken during trenching. Notifications were made and the owner repaired his pipe.

Segment 2B Schedule for Next Week:

Construction completed through Magic Mountain Parkway intersection, so night shift will be discontinued. Potholing and clearing to being south of Valencia Blvd in undeveloped lands adjacent to Interstate 5

E. SEGMENT 3 CONSTRUCTION PROGRESS

This segment is mostly within MTA rail right-of-way from Sylmar to Alameda Street in Los Angeles. Segment 3 EM, Brooke Langle, has been on-site during construction. PPSI returned to one active construction zone with five craft inspectors, one environmental inspector, and one contaminated soils inspector inspecting the work of approximately 80 contractor employees. Construction progress from April 13 through 18, 1998 included the following:

Segment 3 Comments:

No non-compliance events occurred. Excavation was begun for bore at W. Broadway Avenue (EM 91.70). Tie-in for bore under Bekins Way (EMP 90.87) started. Complete Highland Blvd bore.

Southward-headed directional drill at Burbank Crossing (EMP 86.91) experienced "frac-out" (leakage of directional drilling lubricating mud) at about EMP 87.43 during the week. Drilling was halted for weekend while crew evaluated the bore.

Segment 3 Schedule for Next Week:

Continue working south along San Fernando Blvd and begin boring activities at W. Broadway Avenue.

F. SEGMENT 4A CONSTRUCTION PROGRESS

This segment involves nighttime construction (8:00 p.m. to 5:30 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A EM, Christopher Meyer, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 60 contractor employees during construction. Construction progress from April 13 through 17, 1998 included the following:

Segment 4A Comments:

No non-compliance events occurred. An unmarked sewer line was broken during trenching operations on April 14. Also on April 14 a marked water line was broken. All appropriate agencies were contacted were made and the sewer line was repaired before the end of shift. City workers stated that the water line would not be repaired and would be abandoned at the main. A project memorandum was written documenting the incident. Traffic controls were monitored and modified by the Los Angeles inspector to reduce impacts to local traffic.

Segment 4A Schedule for Next Week:

Deep ditch at Commercial Street and 14th Street intersections will be dug and trench shored.

G. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has four craft inspectors, one environmental inspector, one part-time Native American monitor, and one contamination inspector inspecting the work of approximately 60 contractor employees. Construction progress from April 13 through 17, 1998 included the following:

Segment 4B Comments:

No non-compliance events occurred. Backfilling operations at Aviation Blvd (ESMP 9.59) continued. Crews continued at Hawthorne Blvd (ESMP 7.92) and at Dominguez Channel (ESMP 6.37). Pipe was tied-in from east side of Hawthorne Blvd to east side of Prairie Avenue.

Segment 4B Schedule for Next Week:

Backfill operations at Aviation and Freeman avenues, continue excavation of bore pits at Budlong and Vermont avenues.

H. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5C EM, Pete Messick, has been on-site during construction. PPSI has three craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 40 contractor employees. Construction is complete on Segments 5A and 5B. Construction progress from April 13 through 17, 1998 included the following.

Segment 5C Comments:

No non-compliances occurred. Dewatering of pond south of Sepulveda Blvd (EMP116.84) that began last week was halted after the pond was refilled by weekend rains. Dewatering of the pond resumed on April 17. Boring operations at Sepulveda Blvd (EMP 116.73) were completed on April 14.

Segment 5C Schedule for Next Week:

Construction activities at Sepulveda Blvd and south along railroad tracks will continue. Once the pond is drained, excavation will begin through that area.

K. GENERAL PLANS FOR NEXT WEEK

Construction on Segments 1, 2B, 3, 4A, 4B and 5C will continue. Crew from Segment 5 may be transferred to Segment 3 to begin work in Cornfield Rail Yard.
