A. INTRODUCTION

Construction continued on Segment 1 (Milepost [MP] 0 to 33), Segment 2B (MP 56 to 73); Segment 3 (MP 73 to 99), Segment 4A (MP 99 to 108), Segment 4B (El Segundo MP 0 to 11) and Segment 5 (MP 108 to 118).

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitors (EM), Sandy Etchell or Kris Thorne have been on-site during construction. PPSI has five craft inspectors, one environmental inspector, one Native American monitor, and one contaminated soils monitor inspecting the work of approximately 65 contractor employees. Construction progress from June 15 through 19, 1998 included the following:

Segment 1 Comments:

No non-compliances occurred. Construction is occurring in two areas: continuing south of Tejon Bench and north of Tejon Bench. Work at Stream Crossing #26 (EMP 30.73) was completed. Welding and x-ray crews worked at the south end of the Gorman Slide directional drill (EMP 29.70). Bore equipment was installed at the western bore pit for the I-5 bore (EMP 21.10).

Clearing, grading and compaction of Emidio Station continued (EMP 0.0 to 0.07). Cultural resources were located during trenching activities. After the site was assessed by an archaeologist and Native American, trenching was allowed to resume.

Segment 1 Schedule for Next Week:

Begin bore under I-5 in the south. Continue work at Emidio Station and mainline activities in the north. Work at Grapevine Station predicted to begin mid-week.

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest (ANF) involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. Winter rains caused damage to ANF roads and the pipeline ROW. Lead EM, Kris Thorne, has been on-site. PPSI has one craft inspector and one environmental inspector inspecting the work of approximately 15 contractor employees.

PPSI finished repairing washed out roads (filling in collapses, compacting, grading, and paving). Work on pads at valve sites between Copco Road and Reservoir Summit began.

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Chris Huntley, has been on-site during construction. PPSI has six craft inspectors, one environmental inspector, and one Native American monitor inspecting the work of approximately 95 contractor employees. Construction progress June 15 through 19, 1998 included the following:

Segment 2B Comments:

No non-compliance events occurred. On June 15, an LA County Fire Inspector notified PPSI that work must be halted until brush is cleared and fire retardant applied along the edge of the trench line in the undeveloped ranch area (EMP 66.27 to 66.31). Work resumed in this area on June 17. Because of the narrow ROW and number of pieces of construction equipment, dust suppression using a water truck has been difficult, but adequate. Boring of Feedmill Road (EMP 63.90) has been delayed while the contractor strives to set up the bores in the undeveloped ranch area. The Los Angeles County inspector is on-site to monitor traffic controls. The intersection of The Old Road and Pico Canyon Road was slurried to protect numerous storm drains.

Segment 2B Schedule for Next Week:

Bore crew is planning to resume boring in the ranch area. Work to continue in the undeveloped ranch area and south of Chiquella Lane.

E. SEGMENT 2C CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Templin Highway to Castaic. Segment 2 EM, Chris Huntley, has been on-site during construction. PPSI has one craft inspector, one environmental inspector, and one Native American monitor inspecting the work of approximately 25 contractor employees. Construction progress June 15 through 19, 1998 included the following:

Segment 2C Comments:

Construction will work south-to-north, going from Castaic to Templin Highway.

Segment 2C Schedule for Next Week:

Continue potholing with trenching projected to begin late in the week or the following week.

F. SEGMENT 3 CONSTRUCTION PROGRESS

This segment is mostly within MTA rail right-of-way from Sylmar to Alameda Street in Los Angeles. Segment 3 EMs, Brooke Langle (day shift) and Pete Messick (night shift) have been on-site during construction. Segment 3 has three construction spreads, 3A which is Sylmar to Taylor Yard, 3B which is Taylor Yard (MTA maintenance facility) to Alameda Street, and 3 Nights which is in restricted areas of Taylor Yard.

On Segment 3A, PPSI has seven craft inspectors, one part-time environmental inspector, two Native American monitors, and one contaminated soils inspector inspecting the work of approximately 90 contractor employees. Construction progress from June 15 through 19, 1998 included the following:

Segment 3A Comments:

No non-compliance events occurred. Boring operations were completed at Broadway Street (EMP 91.68) and at Harvard Street (EMP 91.88). Crews moved back to San Fernando Blvd to complete a skipped section. Work near Goodwin Avenue continued, including tie-in of bore pipe.

On Segment B, PPSI has two craft inspectors, one part-time environmental inspector, one Native American monitor, and one contaminated soils inspector inspecting the work of approximately 20 contractor employees. Construction progress from June 15 through 19, 1998 included the following:

Segment 3B Comments:

No non-compliance events occurred. Limited construction activities occurred. Excavation of rock under Union Pacific Railroad spur line (EMP 97.82) continued throughout the week.

On Segment 3-Nights, PPSI has two craft inspectors, one Native American monitor, and one contaminated soils inspector inspecting the work of approximately 15 contractor employees. Construction progress from June 15 through 19, 1998 included the following:

No non-compliance events occurred. Crew worked only three nights, June 15, 16 and 19, to complete potholing. Meeting was held between PPSI and M.A. to discuss further construction activities.

Segment 3 Schedule for Next Week:

Segment A crews will continue to complete skips along San Fernando Road. Segment b will restore ROW and plan for crossing of Los Angeles River. Night work is planned to resume on June 23.

G. SEGMENT 4A CONSTRUCTION PROGRESS

This segment involves nighttime construction (8:00 p.m. to 6:00 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A EM, Christopher Meyer, has been on-site during construction. PPSI has six craft inspectors, one environmental inspector, one Native American monitor, and one contamination inspector inspecting the work of approximately 75 contractor employees during construction. Construction progress from June 15 through 19, 1998 included:

Segment 4A Comments:

No non-compliance events occurred. Contractor has crews working both the north and south ends of the segment. Hand-excavation continues near Commercial Street (EMP 99.38) because of the dense concentration of underground utilities. The vault south of 25th Street was successfully installed. Traffic control for the area south of Vernon Avenue are a concern that is being studied by PPSI.

Segment 4A Schedule for Next Week

Hand-excavation will continue at Commercial Street. Other construction activities will continue south along Alameda Avenue.

H. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, one part-time Native American monitor, and one contamination inspector inspecting the work of approximately 70 contractor employees. Construction progress from June 15 through 20, 1998 included the following:

Segment 4B Comments:

No non-compliance events occurred. Backfilling took place on the east side of Douglas Blvd (ESMP 9.82). Excavation for block valve east of Crenshaw Blvd (ESMP 6.38) was completed. Activities along Santa Ana Blvd (between ESMP 0.23 and 0.11) continued. Backfilling on west side of Van Ness Ave began. Specialty crew began excavation of crossing at E. Alameda Street and Martin Luther King Jr Blvd (EMP 107.5).

Segment 4B Schedule for Next Week:

Completed skipped areas, work at bore of E. Alameda and Martin Luther King Jr Blvd, and continue along Santa Ana Blvd.

I. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5C EM, Neda Fioozat, has been on-site during construction. PPSI has one craft inspectors and one part-time environmental inspector inspecting the work of approximately 10 contractor employees. Construction is complete on Segments 5A and 5B. Construction progress from June 15 through 19, 1998 included the following.

Segment 5C Comments:

No non-compliance events occurred. Limited construction activities involving tie-in and fiber optic conduit installation continue sporadically at Sepulveda Blvd (EMP 116.80).

No construction activities expected.
