A. INTRODUCTION

Construction continued on Segment 1 (Milepost [MP] 0 to 33), Segment 2A (MP 33 to 50), Segment 2B (MP 56 to 73), Segment 2C (MP 50 to 56), Segments 3A, 3B, and 3C (MP 73 to 99), Segment 4A (MP 99 to 108), and Segment 4B (El Segundo MP 0 to 11). Preparation for the directional drill on Segment 5 (MP 108 to 118) continued.

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Sandy Etchell, has been on-site during construction. PPSI has ten craft inspectors, one environmental inspector, one Native American monitor, and one contaminated soils monitor inspecting the work of approximately 65 contractor employees. Construction progress from October 12 through 18, 1998 included:

Segment 1 Comments

No non-compliance events occurred. Four bores are in progress (Wheeler Ridge Road--EMP 10.61, Tecuya Creek/I-5--EMP 9.84, Access Road B--EMP 6.00, and Stream Crossing #4--EMP 9.03). No work occurred on the bore for the California Aqueduct (EMP 12.22). Fiber optic drill at Cuddy Creek (EMP 25.15 to 25.43) was successfully completed.

At Emidio Pump Station (EMP 0.0), framing for the interior walls of the office were put up while electrical and pipe fitting occurred at the station. At Grapevine Pump Station (EMP 15.51 to 15.57) backfill and compact around the pipe vault and retaining wall were completed.

One project memo was issued this week to remind PPSI that streets must be swept at the end of the day if visible soil material is carried onto adjacent public roads.

Segment 1 Schedule for Next Week:

Continue general construction activities toward Emidio Station , continue bores, and work on the Tejon Bench area. Station crews will continue with electrical work and valve work.

 

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest (ANF) involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. General construction has been completed on this segment, including supplemental activities such as road repair, revegetation, completion of valve installation, installation of fiber optic cable, and hydrotesting.

 

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EMs, Chris Huntley and Kris Thorne, have been on-site during construction. PPSI has two craft inspectors and one part-time environmental inspector inspecting the work of approximately 20 contractor employees. Construction progress October 12 through 16,, 1998 included:

Segment 2B Comments:

One non-compliance event occurred. Trenching activities continue to be slow at Sunshine Canyon Road. Contaminated water is being pumped into a storage tank for transfer and disposal at an approved disposal site. Contaminated soils are being stored in lined roll-away bins, also for disposal at an approved disposal site. Installation of the block valve north of Balboa Blvd (EMP 73.81) was completed.

A project memo was issued this week to remind PPSI that trucked soil loads shall be covered in transit.

Segment 2B Schedule for Next Week:

Trenching at Sunshine Canyon Road will continue. Sawcutting crews will resume work, headed north up The Old Road from Sunshine Canyon Road.

E. SEGMENT 2C CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Templin Highway to Castaic. Segment 2C EM, Lynn Stafford, has been on-site during construction. PPSI has three craft inspectors, one environmental inspector, one Native American monitor, and one part-time contaminated soils inspector inspecting the work of approximately 50 contractor employees. Construction progress October 12 through 16, 1998 included:

Segment 2C Comments:

No non-compliance events occurred. Crews completed backfill to Stream Crossing #46 (EMP 52.77 to 53.30). Construction continues south of the I-5 bore (EMP 53.51) and at the Edison relocation section (EMP 55.46 to 56.06). Hydrotesting of the pipe to the south side of Whitaker Station was completed.

At Whitaker Station (EMP 51.42 to 51.26) perimeter fence was installed and some electrical work continues.

Segment 2C Schedule for Next Week:

Construction to continue working south from the I-5 bore and at the Edison relocation. Hydrotest of the section from Whitaker to the ANF border is expected to occur late next week. Electrical work will be completed and tested at Whitaker Station. Construction of the support wall along the ANF access road is not expected to begin until late October.

F. SEGMENT 3A CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way from San Fernando to Taylor Yard in Los Angeles. Segment 3 EM, Brooke Langle, has been on-site during construction. On Segment 3A, PPSI has two craft inspectors, one part-time environmental inspector, and one Native American monitor inspecting the work of approximately 20 contractor employees. Construction progress from October 12 through 16, 1998 included:

Segment 3A Comments:

No non-compliance events occurred. Mainline construction activities are complete except for a few skipped areas (such as engineered crossings at bridges and washes). The tie-in area at Van Nuys Blvd (EMP 79.65) was dug out and shored up. Welding and x-ray of pipe installed at Colorado Street was started. Construction of the concrete enclosure at the Fletcher Street overpass was completed.

No project memos were issued this week.

Segment 3A Schedule for Next Week:

Continue with pipe tie-ins at the Van Nuys Blvd and the Colorado Street crossings.

G. SEGMENT 3B CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way in restricted areas of Taylor, Midway and Cornfield yards. Segment 3 EM, Brooke Langle, has been on-site during construction. On Segment 3B, PPSI has one craft inspector inspecting the work of approximately six contractor employees.

Construction progress from October 12 through 16, 1998 included installation of a utility vault in Midway Yard. Hanging of the pipe on the Downey Street Bridge over the Los Angeles River was started. No non-compliance events occurred. No project memos were issued this week. Plans for next week include completing the installation of pipe on the Downey Bridge.

H. SEGMENT 3C CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way from Sylmar to San Fernando in Los Angles. Segment 3 EM, Brooke Langle, has been on-site during construction. On Segment 3C, PPSI has two craft inspectors, one part-time environmental inspector, one Native American monitor, and one contaminated soils inspector inspecting the work of approximately 10 contractor employees. Construction progress from October 12 through 16, 1998 included:

Segment 3C Comments:

No non-compliance events occurred. The bore at Roxford Street (EMP 75.42) continued; the crew encountered at an obstruction that slowed progress. The Polk Street (EMP 76.51) open-cut was completed. The open-cut of Bledsoe Street (EMP 75.96) continued.

Segment 3C Schedule for Next Week:

Continue construction north along San Fernando Blvd and complete crossings at Polk and Bledsoe streets.

I. SEGMENT 4A-NIGHT CONSTRUCTION PROGRESS

This segment involves nighttime construction (7:30 p.m. to 6:00 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. Segment 4A-Night EM, Christopher Meyer, has been on-site during construction. PPSI has two craft inspectors, one part-time environmental inspector, and one Native American monitor inspecting the work of approximately 25 contractor employees. Construction progress from October 12 through 16, 1998 included:

Segment 4A-Night Comments:

No non-compliance events occurred. Backfill at the College Street (EMP 98.75) bore pits began. Minor clean-up and backfill work continued with the fiber optic crew

Segment 4A-Night Schedule for Next Week:

Finish backfilling the bore pits at College Avenue and also complete remaining backfill and clean-up. Construction activities for Segment 4A should be complete next week.

J. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has five craft inspectors, one environmental inspector, one part-time Native American monitor, and one contamination inspector inspecting the work of approximately 45 contractor employees. Construction progress from October 12 through 17, 1998 included:

Segment 4B Comments:

No non-compliance events occurred. Tie-in was completed at Central Avenue vault site. Backfill of bore pits occurred at Belhaven St (ESMP 1.93), Central Avenue (ESMP 1.83) and at 109th St (ESMP 1.23). Bore pits at Western Ave (ESMP 5.56) were backfilled.

Crew at Lynwood Station (ESMP 0.0) continued general site preparation activities, including compaction, pipe fabrication, form building, and trenching for footings. At the El Segundo station (ESMP 10.78), crew began boring operations.

No project memos were issued this week.

Segment 4B Schedule for Next Week:

Mainline crews will continue to backfill bore pits and work at skipped sites. Preparation work will continue at the Lynwood Station and bore will continue at El Segundo Station.

K. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5 EM, Neda Fioozat, has been on-site during construction activities. Construction is complete on Segments 5A and 5B. Work has been completed on Segment 5C, except for the directional drill of Auto Drive South.

Segment 5 Comments:

No non-compliance events occurred. Crews are moving in directional drilling equipment for the Highway 91/Auto Drive South directional drill.

Crews also mobilized to the Wilmington Station site.

No project memos were issued this week.

Segment 5 Schedule for Next Week:

Crews will continue to move in drilling equipment and begin the set-up for the Highway 91 drill. Preparation work will begin for the station at Wilmington.

N. GENERAL PLANS FOR NEXT WEEK

Construction on Segments 1, 2A, 2B, 2C, 3A, 3B, 3C, 4A, and 4B and Emidio, Grapevine, Whitaker, Lynwood and El Segundo stations to continue. Preparations for directional drill for Highway 91 on Segment 5 are expected to continue.
