A. INTRODUCTION

Construction continued on Segment 1 (Milepost [MP] 0 to 33), Segment 2B (MP 56 to 73), Segment 2C (MP 50 to 56), Segments 3A, 3B, and 3C (MP 73 to 99), and Segment 4B (El Segundo MP 0 to 11). The directional drill on Segment 5 (MP 108 to 118) continued. Construction is complete on Segments 2A (MP 33 to 50) and 4A (MP 99 to 108).

 

B. SEGMENT 1 CONSTRUCTION PROGRESS

This segment extends southward from the southern end of the San Joaquin Valley (Emidio), through the Tejon Pass, to the northern perimeter of the Angeles National Forest. Construction will occur through agricultural fields, along roads and across very steep slopes. Segment 1 Environmental Monitor (EM), Sandy Etchell, has been on-site during construction. PPSI has ten craft inspectors, one environmental inspector, one Native American monitor, and one contaminated soils monitor inspecting the work of approximately 65 contractor employees. Construction progress from October 26 through 31, 1998 included:

Segment 1 Comments

No non-compliance events occurred. The bores at Tecuya Creek/I-5 (EMP 9.84), Access Road B (EMP 6.00) was completed. Construction activities continued at three bore sites: Stream Crossing #4 (EMP 9.03), the California Aqueduct (EMP 12.22), and Grapevine/I-5 (EMP 14.62). Excavation of the slick bore at EMP 1.18 began on the north side. The sizing pig was run from EMP 33.34 to 25.48 in preparation for hydrotest next week.

At Emidio Pump Station (EMP 0.0), the electrical and pipe fitting work in the station continue. At Grapevine Pump Station (EMP 15.51) foundation work continued and electrical work began.

No project memos were issued this week.

Segment 1 Schedule for Next Week:

Continue general construction activities. Hydrotest from Copco Road (EMP 33.34) to Peace Valley Road (EMP 25.48).

 

C. SEGMENT 2A CONSTRUCTION PROGRESS

This segment within the Angeles National Forest (ANF) involved very steep slopes and required significant time and additional equipment for trenching, stringing, and other pipe-laying activities. General construction has been completed on this segment, including supplemental activities such as road repair, revegetation, completion of valve installation, installation of fiber optic cable, and hydrotesting.

 

D. SEGMENT 2B CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Castaic to Sylmar. Segment 2B EM, Chris Huntley, has been on-site during construction. PPSI has two craft inspectors and one part-time environmental inspector inspecting the work of approximately 20 contractor employees. Construction progress October 26 through 30, 1998 included:

Segment 2B Comments:

No non-compliance events occurred. Crews repaired road subsidence at Constitution Avenue. Fiber optic cable was installed in the Newhall Ranch and Farming property north of McBean Parkway. Fabricated pipe was installed and tie-in was completed at Sunshine Canyon. At EMP 56.65 crews prepared the anchor for the block valve.

One project memo was issued this week to remind PPSI that disturbed soils need to be watered at least twice a day for dust control.

Segment 2B Schedule for Next Week:

Construction activities will complete the tie-in at the Calgrove extra work space.

 

E. SEGMENT 2C CONSTRUCTION PROGRESS

This segment is primarily in open lands and roadway right-of-ways from Templin Highway to Castaic. Segment 2C EM, Lynn Stafford, has been on-site during construction. PPSI has three craft inspectors, one environmental inspector, one Native American monitor, and one part-time contaminated soils inspector inspecting the work of approximately 50 contractor employees. Construction progress October 26 through 30, 1998 included:

Segment 2C Comments:

No non-compliance events occurred. Trenching is complete. Revegetation efforts continue to keep up with the backfill operations. Bore at Stream Crossing #48 (EMP 56.84) was backfilled.

The testing of the electrical system was completed at Whitaker Station (EMP 51.42 to 51.26).

No project memos were issued this week.

Segment 2C Schedule for Next Week:

Construction of the support wall along the ANF access road will begin November 2. Crews are working south toward Castaic.

 

F. SEGMENT 3A CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way from San Fernando to Taylor Yard in Los Angeles. Segment 3 EMs, Brooke Langle and Kris Thorne (nights), have been on-site during construction. On Segment 3A, PPSI has two craft inspectors, one part-time environmental inspector, and one Native American monitor inspecting the work of approximately 20 contractor employees.

Construction progress from October 26 through 30, 1998 included completing the Colorado Street (EMP 92.00) crossing. Electrical work was done at the block valve south of Linden Street. Work continued at Verdugo Wash. Night crews began preparation excavation for the Hollywood Way Bridge crossing. Fiber optic cable was pulled across the Los Feliz Bridge crossing. Work was completed at Van Nuys Blvd (EMP 79.65). Backfill was completed at the San Fernando crossing (EMP 86.81).

No non-compliance events occurred. One project memo was issued this week to remind PPSI that approved traffic control plans need to be followed. Plans for next week include continuing with night work at bridge crossings, electrical work, and completing Verdugo Wash.

 

G. SEGMENT 3B CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way in restricted areas of Taylor, Midway and Cornfield yards. Segment 3 EM, Brooke Langle, has been on-site during construction. On Segment 3B, PPSI has one craft inspector inspecting the work of approximately six contractor employees.

Construction progress from October 26 through 31, 1998 included completing backfill and fiber optic installation on the north side of Downey Bridge (EMP 92.71) over the Los Angeles River on October 29, 30, and 31. Crews did not work at site October 26, 27 or 28. A fiber optic pull box was installed in the MTA maintenance facility.

No non-compliance events occurred. No project memos were issued this week. Plans for next week include final clean-up at the Downey Bridge.

 

H. SEGMENT 3C CONSTRUCTION PROGRESS

This segment is within MTA rail right-of-way from Sylmar to San Fernando in Los Angles. Segment 3 EM, Brooke Langle, has been on-site during construction. On Segment 3C, PPSI has two craft inspectors, one part-time environmental inspector, one Native American monitor, and one contaminated soils inspector inspecting the work of approximately 10 contractor employees. Construction progress from October 26 through 31, 1998 included:

Segment 3C Comments:

No non-compliance events occurred. The pipe just north of Hubbard Avenue was tied-in (EMP 77.33). Backfill was completed at the Roxford Street bore (EMP 75.42). Excavation continued at Grapevine Creek (EMP 74.59) but was slowed because of unstable soils. The bore of the railroad spur north of Grapevine Creek (EMP 74.05) was completed. Crews continued to build forms for the concrete enclosure over the California Aqueduct (EMP 74.00). Backfill crew continued cleaning up and finishing the backfill near the Sylmar block valve (EMP 76.00).

Two project memos were issued this week to remind PPSI that approved traffic control plans need to be followed and that silt-laden water discharged from the trench should be filtered.

Segment 3C Schedule for Next Week:

Lay pipe at Grapevine Creek and pour the concrete for the frames at the Aqueduct Crossing.

 

I. SEGMENT 4A-NIGHT CONSTRUCTION PROGRESS

This segment involved nighttime construction (7:30 p.m. to 6:00 a.m.) in railroad and roadway right-of-ways through mostly industrial areas from downtown Los Angeles to Compton. General construction has been completed on this segment. Hydrotesting of Segment 4A (Lynwood to Cornfield Yard) occurred on October 31.

 

J. SEGMENT 4B CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Watts Junction to El Segundo Refinery area. Segment 4B EM, Neda Fioozat, has been on-site during construction. PPSI has four craft inspectors, one part-time environmental inspector, one part-time Native American monitor, and one contamination inspector inspecting the work of approximately 45 contractor employees.

Construction progress from October 26 through 31, 1998 included continuing backfill operations at Crenshaw (ESMP 6.26), Western Avenue (ESMP 5.40), 108th Street (ESMP 1.16), and 109th Street (ESMP 1.23). Backfill was completed at Compton Creek bore (ESMP 1.88). General construction activities continued at the El Segundo station (ESMP 10.78) and the Lynwood Station (ESMP 0.0).

No non-compliance events occurred. No project memos were issued this week. Plans for next week include continue to backfill bore pits and work at skipped sites on the mainline and general construction sactivities will continue at the Lynwood and El Segundo stations.

 

K. SEGMENT 5 CONSTRUCTION PROGRESS

This segment involves construction in railroad and roadway right-of-ways through mostly industrial areas from Compton to the Long Beach Harbor. Segment 5 EM, Neda Fioozat, has been on-site during construction activities. Construction is complete on Segments 5A and 5B. Work has been completed on Segment 5C, except for the directional drill of Highway 91 and at the Wilmington Station.

Construction progress from October 26 through 31, 1998, included beginning the directional drilling of Highway 91/Compton Creek. Crews at Wilmington Station finished excavating the bore pit and is preparing the casing pipe.

No non-compliance events occurred. No project memos were issued this week. Plans for next week include continuing directional drill of Highway 91 and boring operations at the Wilmington Station.

 

L. VARIANCES

No variances were approved by CPUC or ANF October 26 through 30, 1998.

 

M. EXTRA WORK SPACE

No extra work space/equipment storage areas were approved by CPUC or ANF October 26 through 30, 1998.

 

N. GENERAL PLANS FOR NEXT WEEK

Construction on Segments 1, 2B, 2C, 3A, 3B, 3C, and 4B and Emidio, Grapevine, Whitaker, Lynwood, El Segundo and Wilmington stations to continue. The directional drill for Highway 91 on Segment 5 will continue. Mainline construction activities have been completed on Segments 2A and 4A.
