RE: Variance Request #130-A: Allow for electrical testing seven days a week at valve locations along Segments 1 and 3.

Dear Mr. Shauers:

We have reviewed the above-referenced variance request, and approve your request based on the following factors:

• In accordance with Mitigation Measure N-1, pipeline construction activities shall occur between 7:00 a.m. and 7:00 p.m., Monday through Saturday (or for a shorter period if stipulated by applicable noise ordinance).

• Extended construction hours have been requested by PPSI to facilitate the completion of loop and point-to-point electrical testing between the valve sites and the SCADA Control Center.

• Electrical testing would be conducted by crews of 3 to 5 personnel, plus a PPSI inspector. No motorized equipment other than pickups and small generators would be necessary.

• A similar request (Variance Request #130) was approved by CPUC on January 6, 1999 allowing electrical testing seven days a week on Segments 2, 4, and 5.

• The measures noted below shall be implemented:

- All applicable mitigation measures shall be implemented during electrical testing, including noise abatement.

- As proposed, traffic controls shall be implemented in accordance with approved Traffic Plans and Watchbook requirements.

- No electrical testing shall occur at valve sites located within 300 feet of residences on Sundays.

- Implementation of this variance in accordance with the provisions noted above shall be verified on a random basis by a CPUC/ANF Environmental Monitor.
