The following constitutes the April 1999 Monthly Report for the SFPP Carson to Norwalk Pipeline Project Mitigation Monitoring, Compliance, and Reporting Program (MMCRP). It should be noted that daily and weekly reports have also been posted on the project web site.

PRE-CONSTRUCTION & PRE-OPERATION COMPLIANCE DOCUMENTATION

Pre-Construction: Construction of the 14-mile SFPP Carson to Norwalk Pipeline Project will traverse the following jurisdictions (from west to east): City of Carson, County of Los Angeles, City of Long Beach, City of Paramount, City of Bellflower, City of Cerritos, City of Artesia, and City of Norwalk. As required by the terms of the mitigation measure and the permitting requirements of various other regulating agencies, SFPP is required to prepare numerous plans and obtain approval of these documents prior to construction. During April 1999, SFPP completed this pre-construction compliance review for the City of Norwalk. This completes the pre-construction compliance review for SFPP pipeline construction.

Pre-Operation: Also in April, after the pre-operation discussion at the April 1 meeting, KMEP began submittal of pre-operation compliance documentation, as documented in the Implementation Plan, Appendix A-3.

CONSTRUCTION MONITORING

During April, construction of the SFPP Carson to Norwalk Pipeline was conducted by two separate construction spreads, totaling approximately 120 contractor employees. Primary activities during April 1999 are presented in Table 1. No non-compliance events occurred during April.

1. Construction progress from March 29 through May 2.

City of Carson. Construction within the City of Carson began on January 13. During April, work within the City of Carson was limited to the Watson Station. Excavation activities were terminated for two weeks in April because of rain and mud. Crews worked on pipelaying and welding within the station.

County of Los Angeles. Construction began in the County of Los Angeles on January 15. On April 1, 1999, Los Angeles County approved extended construction hours from 7:00 a.m. until 7:00 p.m. (Monday through Saturday) at the bore from Laurel Park Road to Alameda Street East and at the Compton Creek Bridge crossing. On April 12, the County provided a letter affirming that the bicycle trail at DeForest Park is temporarily closed due to another on-going project and detour is not necessary. On April 19, CPUC approved Variance Request #6, allowing the applicant to hang the pipe across the bridge over Compton Creek. As required under the variance approval, subsequent approvals were granted by the County of Los Angeles and California State Fire Marshal on April 21 and 22, respectively. During April, valves were installed on both sides of Compton Creek and hangers were attached to the Sante Fe Avenue bridge over Compton Creek.

City of Long Beach. Construction within the City of Long Beach commenced on November 16, 1998. On April 14, 1999, the City of Long Beach approved the overnight parking of equipment on DeForest between Osgood Street and 59th Street, and the closure of DeForest Avenue during construction. During April, the crew at the Los Angeles River bore completed welding and pushing the 16-inch pipe through the casing pipe to DeForest Park.

City of Paramount. Construction began in the City of Paramount on January 27. On April 1, 1999, the City of Paramount authorized work on two Saturdays (April 3 and 10) from 7:00 a.m. until 5:00 p.m. at the intersection of Alondra Boulevard and Downey Avenue. On April 3, contaminated soil was discovered at Downey Avenue, and was stockpiled and covered at Watson Station waiting for the approved disposal site to reopen on Monday, April 5. During April, the contractor encountered several unmarked utilities and two water mains broke during backfilling and paving. The lines were repaired immediately and service continued during the repairs. A third water main was broken (the main was over two feet higher than marked), resulting in the subsequent closure of the westbound lanes of Alondra Boulevard. Mainline construction on Alondra Boulevard was completed during April. Final backfilling and paving was completed in the City of Paramount.

City of Bellflower. Construction began in the City of Bellflower on January 28. During April, construction activities within the City of Bellflower were completed with the exception of the San Gabriel River bore. Excavation of the bore receiving pit was conducted the last week of April.

City of Cerritos. Potholing within the City of Cerritos began on February 26. On April 1, 1999, the City of Cerritos extended working hours to 7:00 a.m. until 3:30 p.m. from Studebaker Road to Gridley Road (vicinity of Gahr High School) for the week of April 2 through April 9 (spring break). The San Gabriel River boring crew made little progress during the month of April due to a downward deflection of the 30-inch casing pipe and subsequent attempts to correct the casing alignment. On April 30, 1999, CPUC approved Variance Request #7 allowing the applicant to temporarily hang the pipe on the MTA bridge over the San Gabriel River while a bore or directional drill can be successfully completed at the subject crossing. Variance Request #8 was also approved on April 30, allowing the applicant to work on Sundays at the San Gabriel River bore. During the last week of April, the City of Cerritos issued separate authorizations allowing for extended construction hours at the Norwalk Boulevard and Artesia Boulevard intersection through the unstable trench, and at 166th Street to facilitate the completion of pipelaying and welding under the deep foreign utilities within the roadway.

City of Artesia. Potholing within the City of Artesia began on March 17. During the first week of April, numerous underground utilities near Pioneer Boulevard slowed pipelaying. During excavation under an existing storm drain at Elaine Avenue, groundwater was encountered at eight feet. Excavation continued to 18 feet, with shoring put in place to stabilize the sidewalls. Trench water was pumped into portable water holding tanks. During the third week of April, the contractor received permission from the City of Artesia and the California State Fire Marshal to lay the pipe over the deep storm drain conduit at Elaine Avenue. The heavy-wall carrier pipe was set inside a casing pipe and then covered with foam. By the end of April, the paving crew had laid the asphalt cap through much of Artesia.

City of Norwalk. Construction within the City of Norwalk started during mid-April. On April 15, 1999, the City of Norwalk approved the closure of the northbound traffic lane over the centerline during construction. Although the lane will be closed 24-hours a day, the City did not approval parking of any equipment on the public right-of-way. In April, construction progress within the City of Norwalk was good due to minimal foreign utilities and better soil conditions. Mainline construction was completed in Norwalk the last week of April. Hand excavation of utilities and proposed trenchline within the Norwalk Station began the third week of April. The valve immediately inside the station fence was set and several joints of pipe were laid.

VARIANCES, STAGING AREAS, TEWS, & OPSS

During April 1999, the following requests for variances, temporary extra work spaces (TEWS), and overnight parking on street sites (OPSS) were approved/denied. No staging area requests were considered.

PUBLIC ACCESS PROGRAM

During April, the web site for the project MMCRP received 45 hits. This web site provides updates on pipeline construction, daily/weekly/monthly reports, and variance approvals/denials. It also includes a brief description of the project, a project schedule, and links to the EIR web site where the Final EIR can be viewed or downloaded.
