The following constitutes the February 1999 Monthly Report for the SFPP Carson to Norwalk Pipeline Project Mitigation Monitoring, Compliance, and Reporting Program (MMCRP). It should be noted that daily and weekly reports have also been posted on the project web site.PRE-CONSTRUCTION COMPLIANCE DOCUMENTATION
Construction of the 14-mile SFPP Carson to Norwalk Pipeline Project will traverse the following jurisdictions (from west to east): City of Carson, County of Los Angeles, City of Long Beach, City of Paramount, City of Bellflower, City of Cerritos, City of Artesia, and City of Norwalk. As required by the terms of the mitigation measure and the permitting requirements of various other regulating agencies, SFPP is required to prepare numerous plans and obtain approval of these documents prior to construction. During February 1999, SFPP completed this pre-construction compliance review for the City of Cerritos (western portion), City of Paramount (east of Garfield Avenue), and the Norwalk, Industry, and Colton Stations. Construction will not be allowed to commence in the remaining jurisdictions (City of Artesia, City of Cerritos - east, and City of Norwalk) until pre-construction compliance documentation is reviewed and approved by the applicable agencies.
CONSTRUCTION MONITORING
Construction of the SFPP Carson to Norwalk Pipeline is being conducted by two separate construction spreads. Primary activities during February 1999 are presented in Table 1. Table 2 presents the non-compliance events that occurred during this time period.

City of Carson. Construction within the City of Carson began on January 13. During February, backfilling of the trench in Watson Station was completed. The bore from Watson Sation to the north side of Del Amo Boulevard began. Excavation of foreign lines at the approved valve sites within Watson Station were hand excavated. Soil that was excavated from the Station was stockpiled within the confines of Watson Station.County of Los Angeles. Construction began in the County of Los Angeles on January 15. On February 5, a broken fire hydrant on the corner of Del Amo Boulevard and Rancho Way flooded the trench and delayed construction. Work within a private parking lot was conducted on Saturday, February 6, 13, and 20, and the evening of February 17. On February 19, a spill from an excavator was contained and cleaned from the street by the end of the shift. During the last week of February, crews prepared the site for the tie-in of the bore under the railroad crossing at Del Amo Boulevard.
City of Long Beach. Construction within the City of Long Beach commenced on November 16, 1998. During February, Spread 1 construction activities were completed in the City of Long Beach with the exception of the Los Angeles River bore. Spread 2 construction activities during February included potholing to expose foreign lines and sawcutting. The City of Long Beach inspector approved the closure of Gordon Street from Long Beach Boulevard to White Avenue, and White Avenue from Gordon Street to Cambridge Street to all through traffic from 7:00 a.m. until 4:00 p.m., Monday through Saturday.
City of Paramount. Construction began in the City of Paramount on January 27. During February, construction along Garfield Avenue, through the Jackson Street intersection, was completed.
City of Bellflower. Construction began in the City of Bellflower on January 28. On February 8, the trenching crew cut an unmarked 3/4-inch gas line. All necessary contacts were made and no property damage or personnel injuries occurred. Plates protecting the right-of-way at the Alondra Boulevard and Lakewood Boulevard intersection were countersunk, as required by the CalTrans permit. Construction activities entered the Metropolitan Transportation Authority (MTA) right-of-way. The City of Bellflower and MTA provided written authorization allowed construction until 5:00 p.m. on Pacific Avenue and until 5:30 in the MTA right-of-way south of Bellflower Boulevard. Bores began under foreign lines at Clark Avenue (MP 9.17) and at the San Gabriel River (MP 11.02).
City of Cerritos. Potholing within the City of Cerritos began on February 26.

PUBLIC ACCESS PROGRAM
During February, the web site for the project MMCRP received 27 hits. This web site provides updates on pipeline construction, daily/weekly/monthly reports, and variance approvals/denials. It also includes a brief description of the project, a project schedule, and links to the EIR web site where the Final EIR can be viewed or downloaded. The web site may be viewed at http://www.AspenEG.com/SFPP-MMCRP/.
PLANNED ACTIVITIES
During the month of March 1999, Spread 1 construction crews are expected to complete construction within the MTA/UPRR right-of-way, City of Bellflower, except for the bore at Artesia Boulevard. The Spread 2 construction crews are anticipated to complete construction to Highway 710, Los Angeles County, and begin the bores at Highway 710 and the Los Angeles River. Two shutdowns of Watson Station are planned during March to remove the old power station, and install new valves and additional piping.
