A. INTRODUCTION

The Carson to Norwalk Pipeline Project is a 14-mile long, 16-inch diameter petroleum products pipeline that will connect the existing Kinder Morgan/SFPP Watson Station in Carson to the existing station in Norwalk. Construction is primarily in existing roadways or railroad right-of-ways.

B. CONSTRUCTION PROGRESS

Aspen/CPUC Environmental Monitors (EM), Christopher Meyer and Kris Thorne, have been on-site during construction. KM/SFPP has twelve craft inspectors and two environmental coordinators inspecting the work of approximately 100 contractor employees. Construction progress from March 1 through 6, 1999 included:

Comments, Spread 1:

City of Long Beach: Spread 1 construction activities are complete in the City of Long Beach until boring of the Los Angeles River begins.

City of Bellflower: Trenching progressed east on the MTA/Union Pacific Railroad Right-of-way, past the San Gabriel River (MP 11.02). Excavation of the 26-foot deep bore pit on the east side of the San Gabriel River was completed and water was encountered. A shaker is being utilized to screen fill material for the trench to ensure that debris is separated from the backfill. Dust is being controlled.

City of Cerritos: Pothole crew began west of Studebaker Road on March 5, waiting until after 9:00 a.m. to avoid impacting traffic arriving at Gahr High School.

No non-compliance events occurred on Spread 1. No project memos were issued for Spread 1.

Comments, Spread 2:

Los Angeles County: Casing was installed through the bore from Watson Station (City of Carson) to the north side of Del Amo Boulevard and pipe installation began on Saturday, March 6. The bore under the drainage canal on Victoria Street (MP 2.56) encountered problems and crews worked Saturday, March 6 to install casing and begin pipe pull.

City of Long Beach: A water line was broken in Gordon Street during trenching activities. The water company responded promptly and no complaints were received from residents. Crews moved to the Edison Right-of-way north of Long Beach Boulevard to prepared for the Los Angeles River bore.

City of Paramount: Spread 2 crews moved to Jackson Street (MP 6.92) and resumed potholing activities on March 4.

One non-compliance event occurred on Spread 2. No project memos were issued for Spread 2.

Construction Activity, Watson Station:

City of Carson: Hand excavation of foreign lines entering Watson Station continues, per landowner agreement.

No non-compliance events occurred at Watson Station. No project memos were issued for Watson Station.

C. VARIANCES, STAGING AREAS, TEWS & OPSS

Between March 1 and 7, 1999, no requests for variances, staging areas, temporary extra work space (TEWS) and overnight parking on street sites (OPSS) were reviewed by the CPUC.

D. GENERAL PLANS FOR NEXT WEEK

Spread 1 will complete pipe trenching and installation under Highway 91 in the MTA Right-of-way and prepare for the bore of the San Gabriel River. Spread 2 will complete construction activities in the County of Los Angeles and move to the City of Paramount. On Tuesday, March 9, all power will be shut down at Watson Station for installation of auxiliary pumps and equipment. Emergency generators will be on-site.
