A. INTRODUCTION

The Carson to Norwalk Pipeline Project is a 14-mile long, 16-inch diameter petroleum products pipeline that will connect the existing Kinder Morgan/SFPP Watson Station in Carson to the existing station in Norwalk. Construction is primarily in existing roadways or railroad right-of-ways.

B. CONSTRUCTION PROGRESS

Aspen/CPUC Environmental Monitors (EM), Christopher Meyer and Kris Thorne, have been on-site during construction. KM/SFPP has twelve craft inspectors and two environmental coordinators inspecting the work of approximately 120 contractor employees. Construction progress from March 8 through 12, 1999 included:

Comments, Spread 1:

City of Long Beach: Spread 1 construction activities are complete in the City of Long Beach until boring of the Los Angeles River begins.

City of Bellflower: Trenching was completed on the Metropolitan Transportation Authority/Union Pacific Railroad right-of-way to Artesia Boulevard with backfill almost complete to the San Gabriel River (MP 11.02). Approximately 140 feet of casing was installed at the San Gabriel River bore.

City of Cerritos: No construction occurred in the City of Cerritos during the week.

No non-compliance events occurred on Spread 1. No project memos were issued for Spread 1.

Comments, Spread 2:

Los Angeles County: The bore from Watson Station (City of Carson) to the north side of Del Amo Boulevard was completed, as was the bore under the drainage canal on Victoria Street (MP 2.56). Paving has been completed in Los Angeles County.

City of Long Beach: The bore of the 710 Freeway began on March 10 and approximately 70 feet of casing was installed during the week. Mainline construction is almost complete in the City of Long Beach.

City of Paramount: A letter from the City of Paramount was provided that approved construction hours from 7:00 a.m. to 5:00 p.m. Monday through Friday. Potholing of the intersection of Minnesota Street and Alondra Boulevard began March 8. Trenching at Jackson Street began on March 10. Groundwater was encountered in the trench on March 12.

No non-compliance events occurred on Spread 2. No project memos were issued for Spread 2.

Construction Activity, Watson Station:

City of Carson: On Tuesday, March 9, all power was shutdown at the Watson Station for installation of temporary power and transformers, relocation of a meter run, and removal of pig launcher for future relocation. Watson Station was back on-line by 4:00 a.m. Wednesday, March 10.

No non-compliance events occurred at Watson Station. No project memos were issued for Watson Station.

C. VARIANCES, STAGING AREAS, TEWS & OPSS

Between March 8 and 14, 1999, the following requests for overnight parking on street sites (OPSS) were reviewed by the CPUC. No requests for variances, staging areas, or temporary extra work space (TEWS) and were reviewed.

D. GENERAL PLANS FOR NEXT WEEK

Spread 1 to continue the bore of the San Gabriel River and resume construction in the City of Cerritos. Spread 2 will continue the 710 Freeway bore, as well as general construction in the City of Paramount. Installation of valves and fittings will continue at Watson Station, as well as backfill at completed tie-in locations.
