A. INTRODUCTION
The Carson to Norwalk Pipeline Project is a 14-mile long, 16-inch diameter petroleum products pipeline that will connect the existing Kinder Morgan/SFPP Watson Station in Carson to the existing station in Norwalk. Construction is primarily in existing roadways or railroad right-of-ways.
Construction activities did not occur on March 15, 1999, due to rain. A general project memo was issued to remind SFPP that permits and approvals from local jurisdictions need to be provided to the CPUC Environmental Monitor in a timely manner to avoid misunderstandings.
B. CONSTRUCTION PROGRESS
Aspen/CPUC Environmental Monitors (EM), Christopher Meyer and Kris Thorne, have been on-site during construction. KM/SFPP has twelve craft inspectors and two environmental coordinators inspecting the work of approximately 120 contractor employees. Construction progress from March 15 through 19, 1999 included:

Comments, Spread 1:
City of Long Beach: Spread 1 construction activities are complete in the City of Long Beach until boring of the Los Angeles River begins.
City of Bellflower: No construction activities occurred in the City of Bellflower this week.
City of Cerritos: On March 17, 1999, SFPP provided a letter from the City of Cerritos dated June 19, 1998, approving construction hours of 7:00 a.m. until 3:30 p.m., except in front of Gahr High School, where construction hours will be limited to 8:30 a.m. until 2:30 p.m. The letter also stated that no equipment or materials shall be stored on City streets.
The bore under the San Gabriel River for the casing pipe was slow, with excavation occurring by hand. Progress was only 11 feet for the week. On March 17 the pothole and saw-cutting crews worked east of Studebaker Road on Artesia Boulevard exposing foreign utilities by hand. Further work on Artesia Boulevard was delayed while the contractor prepared sound-dampening structures for work across from Gahr High School.
City of Artesia: On March 17, 1999, the City of Artesia approved working hours of 7:00 a.m. until 9:00 p.m., if necessary, with a preference for construction to end by 7:00 p.m. Potholing began in the City of Artesia on the afternoon of March 17 east of Gridley Avenue on Artesia Boulevard. The use of an asphalt grinder to grind the trench line started on March 19, 1999.
No non-compliance events occurred on Spread 1. No project memos were issued for Spread 1.

Comments, Spread 2:
Los Angeles County: On March 19, 1999, authorization was received from Union Pacific Railroad to open-cut the Compton Creek branch spur.
City of Long Beach: The bore of the 710 Freeway for the casing was completed on March 17 and installation of carrier pipe began on March 19. Backfill was completed in the City of Long Beach on March 17.
City of Paramount: Progress in the City of Paramount was slow because a new alignment needed to be developed to avoid a parallel gas line. Traffic control between Minnesota and Madison Avenues was revised during the week to resolve confusion.
No non-compliance events occurred on Spread 2. No project memos were issued for Spread 2.
Construction Activity, Watson Station:
City of Carson: On Thursday, March 18, one traffic lane on Wilmington Boulevard was closed for most of the day as a pre-fabricated electrical control building was lifted by crane from the transport truck onto pre-poured piers.
No non-compliance events occurred at Watson Station. No project memos were issued for Watson Station.
C. VARIANCES, STAGING AREAS, TEWS & OPSS
Between March 15 and 21, 1999, no requests for variances, staging areas, temporary extra work space (TEWS), or overnight parking on street sites (OPSS) were reviewed by the CPUC.
D. GENERAL PLANS FOR NEXT WEEK
Spread 1 continue the bore of the San Gabriel River and begin construction in front of Gahr High School. Spread 2 will install the carrier pipe through the 710 Freeway bore. General construction will continue at Watson Station.
