A. INTRODUCTION

The Carson to Norwalk Pipeline Project is a 14-mile long, 16-inch diameter petroleum products pipeline that will connect the existing Kinder Morgan/SFPP Watson Station in Carson to the existing station in Norwalk. Construction is primarily in existing roadways or railroad right-of-ways.

B. CONSTRUCTION PROGRESS

Aspen/CPUC Environmental Monitors (EM), Christopher Meyer and Kris Thorne, have been on-site during construction. KM/SFPP has twelve craft inspectors and two environmental coordinators inspecting the work of approximately 120 contractor employees. Construction progress from March 29 through April 3, 1999 included:

Comments, Spread 1:

City of Long Beach: Spread 1 construction activities are complete in the City of Long Beach. The boring of the Los Angeles River will be performed by Spread 2.

City of Bellflower: No construction activities occurred in the City of Bellflower this week.

City of Cerritos: On April 1, 1999, the City of Cerritos extended working hours to 7:00 a.m. until 3:30 p.m. from Studebaker Road to Gridley Road (vicinity of Gahr High School) for the week of April 2 through April 9, 1999. Excavation began in front of Gahr High School on March 30. At the bore under the San Gabriel River the crew began to push the 30-inch casing into the 36-inch casing, with hand-excavation from within the casing continuing. Water from the bore pit was pumped into a settling tank and then filtered before being discharged.

City of Artesia: On March 31, 1999, the City of Artesia approved overnight and weekend parking of portable water holding tanks within the delineated construction zone. Crews began using the Artesia Boulevard Yard. Working around the numerous underground utilities near Pioneer Boulevard slowed pipelaying. During excavation under an existing storm drain at Elaine Avenue, groundwater was encountered at 8 feet. Excavation continued to 18 feet, with shoring placed to stabilize the sidewalls. Trench water was pumped into portable water holding tanks

No non-compliance events occurred on Spread 1. No project memos were issued for Spread 1.

Comments, Spread 2:

Los Angeles County: On April 1, 1999, Los Angeles County approved extended construction hours from 7:00 a.m. until 7:00 p.m. (Monday through Saturday) at the bore from Laurel Park Road to Alameda Street East and at the Compton Creek Bridge crossing beginning no sooner that April 5, 1999. No construction activities occurred in the Los Angeles County this week.

City of Long Beach: The bore of the 710 Freeway was completed and backfilled.

City of Paramount: On March 24, 1999, the City of Paramount authorized work to occur on Saturday, April 3, and proceed until 7:00 p.m. at Madison Street. On April 1, 1999, the City of Paramount authorized work to occur on two Saturdays, (April 3 and 10), and proceed from 7:00 a.m. until 5:00 p.m. at the intersection of Alondra Boulevard and Downey Avenue. The contaminated soil that was discovered at Downey Avenue was segregated and properly handled. On Saturday, April 3, the contaminated soils were stockpiled and covered at Watson Station waiting for disposal until the approved disposal site reopened on Monday, April 5. The excavation for the tie-in to the completed bore under the railroad tracks at Madison Street was started this week.

No non-compliance events occurred on Spread 2. No project memos were issued for Spread 2.

Construction Activity, Watson Station:

City of Carson: Crews at Watson Station continue to excavate through contaminated soils while wearing proper safety equipment.

No non-compliance events occurred at Watson Station. No project memos were issued for Watson Station.

C. VARIANCES, STAGING AREAS, TEWS & OPSS

Between March 29 and April 2, 1999, the following request for temporary extra work space (TEWS) was reviewed by the CPUC. No requests for variances, staging areas, or overnight parking on street sites (OPSS) were received.

D. GENERAL PLANS FOR NEXT WEEK

Spread 1will continue working at the San Gabriel River bore and attempt to complete all work in front of Garh High School. Spread 2 expects to begin the bore of the Los Angeles River and complete tie-in at Madison Street railroad bore. Watson Station crews will continue to excavate along the western boundary and install pumps.
