A. INTRODUCTIONThe Carson to Norwalk Pipeline Project is a 14-mile long, 16-inch diameter petroleum products pipeline that will connect the existing Kinder Morgan/SFPP Watson Station in Carson to the existing station in Norwalk. Construction is primarily in existing roadways or railroad right-of-ways.
B. CONSTRUCTION PROGRESS
Aspen/CPUC Environmental Monitors (EM), Christopher Meyer and Kris Thorne, have been on-site during construction. KM/SFPP has twelve craft inspectors and two environmental coordinators inspecting the work of approximately 120 contractor employees. Construction progress from April 11 through April 16, 1999 included:

Comments, Spread 1:
City of Long Beach: Spread 1 construction activities are complete in the City of Long Beach. The boring of the Los Angeles River will be performed by Spread 2.
City of Bellflower: Construction activities in the City of Bellflower have been completed.
City of Cerritos: The pipelaying and welding crews worked to complete the skip west of Studebaker Road during the week. The only work to occur between Studebaker Road and Gridley Avenue during the week was backfilling and paving. The San Gabriel River boring crew made very little progress during the week due to a downward deflection of the 30-inch casing pipe. The water from the pit was pumped directly into the Baker tank and no discharge has occurred.
City of Artesia: Very little work occurred in the City of Artesia during the shift. The final paving crew started laying the asphalt cap over the trenchline east of Gridley Avenue. The contractor received permission from Artesia and the State Fire Marshal to lay the pipe over the deep storm drain conduit at Elaine Avenue. The heavy-wall carrier pipe was set inside a casing pipe and then covered with foam. Water pumped from the area was still filtered through a special sock for natural metals prior to discharge.
: On April 15, 1999, the City of Norwalk approved the closure of the northbound traffic lane over the centerline during construction. Although the lane will be closed 24-hours a day, the City did not approve parking of any equipment on the public right-of-way. Sawcutting and the excavation of windows in Norwalk started during the week.City of Norwalk
No non-compliance events occurred on Spread 1. No project memos were issued for Spread 1.

Comments, Spread 2:
Los Angeles County: On April 12, 1999, Los Angeles County provide a letter affirming that the bicycle trail at DeForest Park is temporarily closed due to another on-going project and a detour is not necessary. The trenching and potholing crews moved back to the skip at Compton Creek during the week. The potholing crew moved onto the MTA right-of-way without a Right-of-Entry and a project memorandum was issued on April 14, 1999. A boring crew started boring under the railroad tracks at Alameda Street West.
City of Long Beach: On April 14, 1999, the City of Long Beach approved the overnight parking of equipment on DeForest Avenue between Osgood Street and 59th Street and the closure of DeForest Avenue during construction. The trenching and pipelaying crews moved into DeForest Park during the week. The boring crew at the Los Angeles River pushed over 440 feet of 36-inch casing pipe under the river.
City of Paramount: The trenching, welding and coating crews completed mainline construction on Alondra Boulevard during the week. Only backfilling and paving remains in the City of Paramount. The contractor encountered several unmarked utilities and two water mains broke during backfilling and paving. The lines were repaired immediately and service was continued during the repairs. A third water main was broken while the contractor was repairing an electrical conduit for the City of Paramount. The main was over two feet higher than marked, resulting in the break and subsequent closure of the westbound lanes of Alondra Boulevard.
No non-compliance events occurred on Spread 2. One project memo was issued for Spread 2 on April 14, 1999.
Construction Activity, Watson Station:
City of Carson: Crews at Watson Station did not do any excavation during the week due to rain and mud. The crews worked on pipelaying and welding within the station.
No non-compliance events occurred at Watson Station. No project memos were issued for Watson Station.
C. VARIANCES, STAGING AREAS, TEWS & OPSS
Between April 11 and April 17, 1999, the following request for overnight parking on street sites (OPSS) was reviewed by the CPUC. No requests for variances, staging areas, or temporary extra work space (TEWS) were received.

D. GENERAL PLANS FOR NEXT WEEK
Spread 1 will continue mainline construction north into the City of Norwalk and attempt to complete pushing the casing pipe at the San Gabriel River bore. Spread 2 will move additional crews to the skips at DeForest Park and Compton Creek. The boring crews at the Los Angeles and Alameda Street West should be through with the casing pipe.
