A. INTRODUCTION

The Carson to Norwalk Pipeline Project is a 14-mile long, 16-inch diameter petroleum products pipeline that will connect the existing Kinder Morgan/SFPP Watson Station in Carson to the existing station in Norwalk. Construction is primarily in existing roadways or railroad right-of-ways.

B. CONSTRUCTION PROGRESS

Aspen/CPUC Environmental Monitor (EM), Christopher Meyer, has been on-site during construction. KM/SFPP has twelve craft inspectors and two environmental coordinators inspecting the work of approximately 120 contractor employees. Construction progress from April 18 through April 24, 1999 included:

Comments, Spread 1:

City of Long Beach: Spread 1 construction activities are complete in the City of Long Beach. The boring of the Los Angeles River will be performed by Spread 2.

City of Bellflower: Construction activities in the City of Bellflower have been completed.

City of Cerritos: The crew at the San Gabriel River bore spent much of the week working to pull the 30-inch casing pipe back in an attempt to correct the alignment. The crew worked on Saturday and started pushing the casing forward again. The backfilling and paving crews worked on the skips east of the MTA right-of-way on Artesia Boulevard. A small crew worked on the skip at the intersection of Artesia Boulevard and Norwalk Boulevard. The backfilling and paving crews will finish in the City of Cerritos early next week.

City of Artesia: The backfilling and paving crews completed the pouring of the slab covering the casing pipe at Elaine Avenue. The paving crew completed work to within 50 feet of the city limits. The final paving crew laid the asphalt cap through much of Artesia.

City of Norwalk: The trenching, pipelaying and welding crews moved into the City of Norwalk during the week. Progress has been very good due to minimal foreign utilities and better soil conditions. The crew excavated much of the Alondra Boulevard crossing on Saturday to avoid traffic congestion. Deep foreign utilities hampered progress and the crew did not finish the intersection on Saturday.

No non-compliance events occurred on Spread 1. No project memos were issued for Spread 1.

Comments, Spread 2:

Los Angeles County: On April 19, 1999, the CPUC approved Variance Request #6, allowing the applicant to hang the pipe across the bridge over Compton Creek. On April 21, 1999, the County of Los Angeles approved the plan to hang the pipe on the subject bridge. The State Fire Marshal issued a letter on April 22, 1999, approving the plan to hang the pipe on the Compton Creek Bridge. The trenching crew worked on the south side of Compton Creek, excavating the trench across Santa Fe Avenue. The pipelaying and welding crews set the valves on both sides of the creek. No work has started on the bridge. A boring crew completed the bore under the Union Pacific railroad tracks at Alameda Street. Despite several delays, the crew completed the bore and started pushing the carrier pipe through the casing.

City of Long Beach: The crew at the Los Angeles River bore completed pushing the 36-inch casing pipe through to DeForest Park. The pipelaying crew worked to lay the first section pipe and set the valve in DeForest Park during the week. Backfilling was completed up DeForest Avenue to the bend into the park.

City of Paramount: Only backfilling and paving occurred in the City of Paramount during the week.

No non-compliance events occurred on Spread 2. No project memorandums were issued on Spread 2.

Construction Activity, Watson Station:

City of Carson: Crews at Watson Station did not do any excavation during the week due to rain and mud. The crews worked on pipelaying and welding within the station.

No non-compliance events occurred at Watson Station. No project memos were issued for Watson Station.

Construction Activity, Norwalk Station:

City of Norwalk: On April 22, 1999, a temporary extra workspace was approved to park equipment in the Norwalk Station. Crews started hand excavations of utilities inside the station and hand excavated the proposed trenchline.

No non-compliance events occurred at Norwalk Station. No project memos were issued for Norwalk Station.

C. VARIANCES, STAGING AREAS, TEWS & OPSS

Between April 18 and April 25, 1999, the following requests for variances and temporary extra work space (TEWS) was reviewed by the CPUC. No requests for staging areas or overnight parking on street sites (OPSS) were received.

D. GENERAL PLANS FOR NEXT WEEK

Spread 1 will continue mainline construction north on Norwalk Boulevard and complete mainline trenching during the next week. The pipelaying and welding crews will work on the skip in Cerritos and then attempt to lay pipe to the border within Norwalk Station. Work at the San Gabriel River bore will continue. Spread 2 will complete paving Alondra Boulevard and then work on the skips at Compton Creek, DeForest Park and Laurel Park Drive. The carrier pipe will be welded and pushed through the bores at Alameda Street and the Los Angeles River.
