A. INTRODUCTIONThe Carson to Norwalk Pipeline Project is a 14-mile long, 16-inch diameter petroleum products pipeline that will connect the existing Kinder Morgan/SFPP Watson Station in Carson to the existing station in Norwalk. Construction is primarily in existing roadways or railroad right-of-ways.
B. CONSTRUCTION PROGRESS
Aspen/CPUC Environmental Monitor (EM), Christopher Meyer, has been on-site during construction. KM/SFPP has twelve craft inspectors and two environmental coordinators inspecting the work of approximately 120 contractor employees. Construction progress from April 26 through May 2, 1999 included:

Comments, Spread 1:
City of Long Beach: Spread 1 construction activities are complete in the City of Long Beach. The boring of the Los Angeles River was performed by Spread 2.
City of Bellflower: The boring crew at the San Gabriel River moved to the west side of the river and started excavation of the receiving pit.
City of Cerritos: Variance Request #7 was approved on April 30, 1999, allowing the applicant to temporarily hang the pipe on the MTA bridge over the San Gabriel River while a bore or directional drill can be successfully completed at the subject crossing. Variance Request #8 was approved on April 30, 1999, allowing the applicant to work on Sundays at the San Gabriel River bore. The crew at the San Gabriel River bore continued working 24-hours a day and also worked on Sunday. The crew had difficulties throughout much of the week and did not start making forward progress until late on Saturday. The crew started discharging water into the San Gabriel River during the week. The water was passed through the filter sock and entered the waterway without visible turbidity. The crews completed the skip at the intersection of Artesia Boulevard and Norwalk Boulevard during the shift. On April 27, 1999, the City of Cerritos approved an extension of the work hours at the Norwalk Boulevard and Artesia Boulevard intersection to complete work through the unstable trench. On April 28, 1999, the City of Cerritos approved an extension of the work hours at 166th Street to complete laying and welding the pipe under the deep foreign utilities.
City of Artesia: No work occurred in the City of Artesia during the week. Only final paving remains uncompleted in Artesia.
City of Norwalk: The trenching, pipelaying and welding completed mainline construction in the City of Norwalk during the week. All mainline work has moved into the Norwalk Station. The backfilling and paving crews continued working north on Norwalk Boulevard in the City of Norwalk during the week.
No non-compliance events occurred on Spread 1. No project memos were issued for Spread 1.

Comments, Spread 2:
Los Angeles County: The carrier pipe was welded and pushed through the casing pipe under the railroad tracks at Alameda Street. The bore pit on Laurel Park Drive was backfilled with both zero-sack and one-sack slurry at the end of the week. The hangers were attached to the Compton Creek Bridge in preparation to hang the pipe over the bridge. The valves have been placed and tied-in on both sides of Compton Creek. Crews continued working on the trench on both sides of the creek in preparation for the tie-in with the suspended section.
City of Long Beach: The crew at the Los Angeles River bore completed welding and pushing the 16-inch carrier pipe through the casing pipe to DeForest Park. The electrical contractor work at the valve site in DeForest Park during the week.
City of Paramount: Only paving occurred in the City of Paramount during the week as the crew finished the final section.
No non-compliance events occurred on Spread 2. No project memorandums were issued on Spread 2.
Construction Activity, Watson Station:
City of Carson: The crew at the Watson Station worked on backfilling on the south and west sides of the station during the week. The crews continued working on pipelaying and welding on the north side of the station.
No non-compliance events occurred at Watson Station. No project memos were issued for Watson Station.
Construction Activity, Norwalk Station:
City of Norwalk: Crews continued hand excavations of utilities inside the station and hand excavated the proposed trenchline. The trenching, pipelaying and welding crews moved into the Norwalk Station during the end of the week. The valve immediately inside the fence was set and several joints of pipe were laid across the field towards the station piping.
No non-compliance events occurred at Norwalk Station. No project memos were issued for Norwalk Station.
C. VARIANCES, STAGING AREAS, TEWS & OPSS
Between April 26 and May 1, 1999, no requests for staging areas, temporary extra work space (TEWS), or overnight parking on street sites (OPSS) were was reviewed by the CPUC. Variance Request #7 and Variance Request #8 were received and approved by the CPUC during the week.

Spread 1 will continue mainline construction in the Norwalk Station and the paving and backfilling crews plan to complete work on Norwalk Boulevard. The applicant will attempt to complete pushing the casing pipe at the San Gabriel River bore. Spread 2 will continue work on the skips at Compton Creek, DeForest Park and Laurel Park Drive. The pipelaying and welding crews will work to tie-in the 710 Freeway bore and the Los Angeles River bore.
