A. INTRODUCTION

The Carson to Norwalk Pipeline Project is a 14-mile long, 16-inch diameter petroleum products pipeline that will connect the existing Kinder Morgan/SFPP Watson Station in Carson to the existing station in Norwalk. Construction is primarily in existing roadways or railroad right-of-ways.

B. CONSTRUCTION PROGRESS

Aspen/CPUC Environmental Monitor (EM), Christopher Meyer, has been on-site during construction. KM/SFPP has twelve craft inspectors and two environmental coordinators inspecting the work of approximately 120 contractor employees. Construction progress from May 2 through May 8, 1999 included:

Comments, Spread 1:

City of Long Beach: Spread 1 construction activities are complete in the City of Long Beach. The boring of the Los Angeles River was performed by Spread 2.

City of Bellflower: The crew at the San Gabriel River laid and welded the pipe from the bore receiving pit to the tie-in with the existing mainline pipe. The crews worked Saturday to complete welding on the west side of the San Gabriel River.

City of Cerritos: The boring crew at the San Gabriel River worked 7 days a week and completed pushing the casing pipe by the middle of the week. The welding and pipelaying crews worked long shifts to complete welding and pushing the carrier pipe through the casing. The angle fittings were welded on the carrier pipe at the bore to bring it up to normal grade. The crew removed the six trench shoring boxes from the bore pit and worked on Saturday to excavate the last two hundred feet of trench east of the San Gabriel River.

City of Artesia: No work occurred in the City of Artesia during the week. Only final paving remains uncompleted in Artesia.

City of Norwalk: The backfilling and paving crews completed work on Norwalk Boulevard and in all of the City of Norwalk during the week.

No non-compliance events occurred on Spread 1. No project memos were issued for Spread 1.

Comments, Spread 2:

Los Angeles County: The paving crew laid asphalt on both sides of the Alameda Street bore to complete the skip. The crew at the Compton Creek Bridge hung the pipe over the bridge without difficulty. The section over the bridge was tied-into the mainline by the end of the week. Only backfilling and paving remains on the skip at Compton Creek.

City of Long Beach: The crews at the Los Angeles River bore completed laying and welding the small section between the 710 Freeway bore and the Los Angeles River bore. The trench shoring boxes were removed from the bore pit and backfilling started in the area. The pipelaying and welding crews moved into DeForest Park and completed the skip from the bore receiving pit to the valve in the park. The paving crew completed the last of the asphalt work on DeForest Avenue.

City of Paramount: No work occurred in the City of Paramount during the shift. Only final paving is left in Paramount.

No non-compliance events occurred on Spread 2. No project memorandums were issued on Spread 2.

Construction Activity, Watson Station:

City of Carson: The crew at the Watson Station worked on backfilling on the south and west sides of the station during the week. The crews continued working on pipelaying and welding on the north side of the station.

No non-compliance events occurred at Watson Station. No project memos were issued for Watson Station.

Construction Activity, Norwalk Station:

City of Norwalk: Crews completed hand excavations of utilities and the trenchline inside the station. The trenching, pipelaying and welding crews worked in the Norwalk Station during the week to lay the mainline and start the fittings for testing. The backfilling crew completed work on the mainline section inside the station by the end of the week.

No non-compliance events occurred at Norwalk Station. No project memos were issued for Norwalk Station.

C. VARIANCES, STAGING AREAS, TEWS & OPSS

Between May 2 and May 8, 1999, no requests for variances, staging areas, temporary extra work space (TEWS) or overnight parking on street sites (OPSS) were was reviewed by the CPUC.

D. GENERAL PLANS FOR NEXT WEEK

The Spread 1 crews will work to complete the final section of pipelaying on the east side of the San Gabriel River and the crews will backfill the rest of the MTA right-of-way once the electrical conduit has been laid.

A small crew will work at the Norwalk Station to prepare for hydrostatic testing. The Spread 2 crews will work to finish backfilling the skips at DeForest Park and Compton Creek. The paving crew will pour the concrete road surface on Santa Fe Avenue, south of Compton Creek. The welding crew will work to tie-in the final section of 16-inch pipe at the start of Spread 2, just inside the Watson Station. The crew at the Watson Station will continue work on the electrical systems and complete repair work on the prover.
