A. INTRODUCTION

The Carson to Norwalk Pipeline Project is a 14-mile long, 16-inch diameter petroleum products pipeline that will connect the existing Kinder Morgan/SFPP Watson Station in Carson to the existing station in Norwalk. Construction is primarily in existing roadways or railroad right-of-ways.

B. CONSTRUCTION PROGRESS

Aspen/CPUC Environmental Monitor (EM), Christopher Meyer, has been on-site during construction. KM/SFPP has twelve craft inspectors and two environmental coordinators inspecting the work of approximately 120 contractor employees. Construction progress from May 10 through May 16, 1999 included:

Comments, Spread 1:

City of Long Beach: Spread 1 construction activities are complete in the City of Long Beach.

City of Bellflower: The crew at the San Gabriel River started backfilling over the pipe. The electrical crew worked on the conduit from the valve on the west side of the river. A small crew worked on the valve after problems with the hydrostatic test.

City of Cerritos: The crew at the San Gabriel River completed laying and welding the last section of pipe east of the bore pit to tie-in the bore to the mainline. The crew started backfilling in the pipe zone and the electrical crew worked on the conduit from the valve. The valve was repacked after leaking during the hydrostatic test.

City of Artesia: No work occurred in the City of Artesia during the week. Only final paving remains uncompleted in Artesia.

City of Norwalk: No work occurred outside the Norwalk Station in the City of Norwalk during the week.

No non-compliance events occurred on Spread 1. No project memos were issued for Spread 1.

Comments, Spread 2:

Los Angeles County: The crew at the Compton Creek Bridge completed priming and painting the section of pipe on the bridge. The backfilling crew poured the concrete sidewalks on both sides of the creek and repaired the damaged curbs. The crew also poured the concrete banks where the pipe emerged. The valves on both sides of the creek were repacked to prevent leaking.

City of Long Beach: The crews at the Los Angeles River complete backfilling to grade except for at the valve site. The backfilling crew backfilled the trench to grade within DeForest Park.

City of Paramount: The final paving crew worked on Madison Street, starting the curb-to-curb asphalt work.

No non-compliance events occurred on Spread 2. No project memorandums were issued on Spread 2.

Construction Activity, Watson Station:

City of Carson: The crew at the Watson Station worked on electrical connections and small diameter lines. The mainline crew worked on preparations for the hydrostatic test within the station. A small crew monitored the hydrostatic test from the Watson Station.

No non-compliance events occurred at Watson Station. No project memos were issued for Watson Station.

Construction Activity, Norwalk Station:

City of Norwalk: The crew at the Norwalk Station worked on preparations for the hydrostatic test and brought in the pumps to fill the line. The welding crew worked on the 12-inch line within the station.

No non-compliance events occurred at Norwalk Station. No project memos were issued for Norwalk Station.

C. VARIANCES, STAGING AREAS, TEWS & OPSS

Between May 10 and May 16, 1999, no requests for variances, staging areas, temporary extra work space (TEWS), or overnight parking on street sites (OPSS) were was reviewed by the CPUC.

D. GENERAL PLANS FOR NEXT WEEK

The crews on both spreads will work on clean-up and final paving during the next week. The electrical work at the valve sites will continue and backfilling will follow immediately. Much of the work in the next week will occur within the stations.
