A. INTRODUCTIONThe Carson to Norwalk Pipeline Project is a 14-mile long, 16-inch diameter petroleum products pipeline that will connect the existing Kinder Morgan/SFPP Watson Station in Carson to the existing station in Norwalk. Construction is primarily in existing roadways or railroad right-of-ways.
B. CONSTRUCTION PROGRESS
Aspen/CPUC Environmental Monitor (EM), Christopher Meyer, has been on-site during construction. KM/SFPP has twelve craft inspectors and two environmental coordinators inspecting the work of approximately 90 contractor employees. Construction progress from May 17 through May 23, 1999 included:

Comments, Spread 1:
City of Long Beach: Spread 1 construction activities are complete in the City of Long Beach.
City of Bellflower: The backfilling crew poured slurry around the valve and pipe on the west side of the San Gabriel River and started returning the right-of-way to the original grade.
City of Cerritos: The valve site on the east side of the San Gabriel River was backfilled with slurry and then native soil. The right-of-way was restored to original conditions and the V-ditch requested by the adjacent property owner was excavated. The applicant is working with the property owner to repair some minor damage to the coating on the public storage building that occurred during excavation of the V-ditch.
City of Artesia: The final paving crew worked on Artesia Boulevard in the City of Artesia during the week. Work in the city will be complete once the traffic stripes have been repainted.
City of Norwalk: No work occurred outside the Norwalk Station in the City of Norwalk during the week.
No non-compliance events occurred on Spread 1. No project memos were issued for Spread 1.

Comments, Spread 2:
Los Angeles County: The crew at the Compton Creek Bridge painted the valves on both sides of the bridge and packed the T.O.R.=s on the valves. The backfill crew poured the concrete bases for the valves and backfilled the valve sites. The crew also completed the last asphalt patch at the railroad tracks on Santa Fe Avenue.
City of Long Beach: The electrical crew worked on both sides of the Los Angeles River to connect the remotely operated valves to a power supply. The right-of-way between the 710 Freeway and the Los Angeles River has been restored.
City of Paramount: The final paving crew worked from Madison Street to Alondra Boulevard continuing the extensive asphalt work in the City of Paramount. Small crews started building the forms for the new curb between the end of Madison Street and the railroad right-of-way.
No non-compliance events occurred on Spread 2. No project memorandums were issued on Spread 2.
Construction Activity, Watson Station:
City of Carson: The crew at the Watson Station continued working on electrical connections. The applicant received verbal approval from the RWQCB to amend the hydrostatic test water discharge from three days to one day. The water was tested in the field and in a laboratory, and contained no harmful contaminants. The contractor dried the line and ran cleaning pigs through the line. A total of over 125 brush pigs, carbide pigs, ringed pigs and swabs were run through the line during the week. The contractor worked to minimize the fugitive dust as the cleaning pigs exited the line.
No non-compliance events occurred at Watson Station. No project memos were issued for Watson Station.
Construction Activity, Norwalk Station:
City of Norwalk: The crew at the Norwalk Station launched pigs through the 16-inch line to the Watson Station and the second line to the east. A small welding crew worked on the 12-inch lines within the station.
No non-compliance events occurred at Norwalk Station. No project memos were issued for Norwalk Station.
Construction Activity, Colton Station:
City of Colton: The crew at the Colton Station continued to work on the electrical connections within the station and on excavations for the new lines. The trenching crews excavated by hand to avoid damage to the many existing lines within the station. The welding crew worked to fabricate many of the small diameter connections and remove some of the old valves and fittings that will be replaced by the new high-pressure valve.
Construction Activity, Industry Station:
City of Walnut: The trenching crew moved to the Industry Station and started the hand-excavation inside the valve site. The crew excavated the trench from the valves to the proposed motor locations. The crew excavated around the existing electrical conduits with no incidents of concern. The applicant=s environmental coordinator tested the soil inside the station and detected no contaminants in the imported fill.
C. VARIANCES, STAGING AREAS, TEWS & OPSS
Between May 17 and May 23, 1999, no requests for variances, staging areas, temporary extra work space (TEWS), or overnight parking on street sites (OPSS) were was reviewed by the CPUC.
D. GENERAL PLANS FOR NEXT WEEK
The crews on both spreads will work on clean-up and final paving during the next week. The short sections of pipe removed for the cleaning of the line will be replaced and the applicant will prepare for filling the line with product. Much of the work in the next week will occur within the stations as crews from Watson Station prepare to move to the Industry Station.
