Initial Study
The Initial Study, available for review by clicking on the link on the left side of this page, was prepared to provide a preliminary analysis of the proposed project to determine whether a Mitigated Negative Declaration or an Environmental Impact Report (EIR) should be prepared. The Initial Study was available for public review from September 1 to September 10, 2004. Preparation of the Initial Study provided the factual basis necessary for determining that a Mitigated Negative Declaration was appropriate for the proposed project.
Draft Mitigated Negative Declaration
The Draft Mitigated Negative Declaration (MND), available for review by clicking the link on the left side of this page, details the proposed project, evaluates and describes its potential environmental impacts, identifies those impacts that could be significant, and presents mitigation measures that could avoid or minimize these impacts. The Notice of Availability (NOA) announcing that the Draft MND was available for public review was mailed on October 13, 2004. The draft MND was available for public review from October 15, 2004 to November 15, 2004.
Final Mitigated Negative Declaration/Response to Comments
The Final Mitigated Negative Declaration, available for review by clicking the link on the left side of this page, has been developed in response to comments received on the draft. This document incorporates comments received by the applicant, the public, and the lead agency (CPUC). The Response to Comments document, also available by clicking the link on the left side of this page, provides details of what comments were received on the draft MND, what text changes were made in response to those comments received. The Mitigation Monitoring, Compliance and Reporting Plan is also included in the Response to Comments document.
The Notice of Determination
The CPUC approved the project and filed the NOD on December 2, 2004. The NOD considered that the project did not have a significant impact on the environment with the implementation of mitigation measures. The mitigation measures are conditions of project approval.
