Southern California Edison's (SCE) Kimball Substation Project

Welcome to the California Public Utilities Commission (CPUC) website for the California Environmental Quality Act (CEQA) review of proposed construction of the Kimball Substation Project. This site provides access to public documents and information relevant to the CEQA review process. An application for this project was submitted to the CPUC on December 29, 2006. The application was determined to be complete and in compliance with CPUC requirements on May 1, 2007.


In response to CPUC General Order No. 131-D, SCE has applied for a permit to construct a 66/12 kilovolt (kV) substation in eastern Chino, California. Additionally, the proposed project would upgrade existing 66kV subtransmission lines along public streets and within existing SCE rights-of-way, and would construct new 12 kV underground distribution.

Environmental Review Process

On June 29, 2009, the CPUC prepared a Final Mitigated Negative Declaration (Final MND) under the California Environmental Quality Act (CEQA) for consideration of Southern California Edison's (SCE) Application to Construct the Kimball Substation Project (A.06-12-023). The Final MND details the Proposed Project, evaluates and describes its potential environmental impacts, identifies those impacts that could be significant, and presents mitigiation measures to avoid or minimize these impacts.

CPUC Actions After Final MND Publication. There is no comment period following issuance of the Final MND. The CPUC will determine the adequacy of the Final MND, and, if adequate, will adopt the document as being compliant with CEQA. If adequate, the CPUC will issue a Proposed Decision on the Application, which will be annouced and published consurrent with a scheduled CPUC commission meeting. After the Commission makes the decision on the Application, a Notice of Determination will be mailed to the State Clearinghouse within 5 days of the Decision. After the Notice of Determination is filed, the 30-day statute of limitations for court challenges begins to run.

Draft Initial Study/Mitigated Negative Declaration

On April 8, 2009, the CPUC released a Notice of Intent to Adopt a Mitigated Negative Declaration (MND) for the Kimball Substation Project, showing that the Proposed Project, as mitigated, would not have any significant effects on the environment.
