Reduction in Voice Discounts for CTF Participants

Rule Change

Pursuant to California Public Utilities Commission D. 16-04-021, the California Teleconnect Fund (CTF) will be implementing changes to the current discounts on voice services:

1) On July 1, 2016, the CTF discount for voice services will be reduced from 50% to 25%.

2) To be exempt from the lower 25% discount and retain the 50% discount for voice services, CTF participants can apply for a Voice Exemption. If your organization is approved for the Voice Exemption, it will receive a 50% discount on only voice service and will be ineligible for discounts on all other services.

Exemption Process

Eligibility Requirements:

Entities located in unserved or underserved areas using dial-up phone service as the only means to access the Internet would still be eligible for the 50% voice discount, but would not be eligible for discounts on any other services.

How to Apply for the Voice Exemption:

(A) Approved CTF Participants as of April 21, 2016

Step1: Check to see if your entity is on the list of organizations located in unserved and underserved areas. If your organization is on the list, proceed to Steps 2 and 3.

The letter shall also include a list of the carriers in the participant’s area.

Proceed to Steps 2 and 3 below.

Step 2: If your entity is on the list, you should receive a CPUC email or letter requesting your entity to fill out and return the CTF Self-Certification Form for Exemption from Reduced Voice Services Support with copies of billing documentation, your most recent bill and a bill from the previous year.
