Statewide Marketing, Education, and Outreach
On Sept. 18, 2008, the California Public Utilities Commission (CPUC) adopted the state’s first Long Term Energy Efficiency Strategic Plan, presenting a single roadmap to achieve maximum energy savings across all major groups and sectors in California. This comprehensive Plan for 2009 to 2020 is the state’s first integrated framework of goals and strategies for saving energy, covering government, utility, and private sector actions, and holds energy efficiency to its role as the highest priority resource in meeting California’s energy needs.
The goal of the Marketing Education & Outreach (ME&O) Program is to motivate consumers to take action on energy efficiency/conservation measures and change their behavior. The program strives to both increase consumer awareness and facilitate the ability to act and incorporate technological advances or behavior change using all available resources to reduce energy and choose clean energy options.
CPUC Guidance Decision for Energy Efficiency (D. 12-05-015), approved in May 2012, directs that during the 2013–2014 portfolio, Energy Upgrade California will transition to serve as the primary statewide campaign to educate residential and small business customers about energy management concepts and programs that can help them better manage their energy use. The Commission designated Center for Sustainable Energy (CSE) as the program implementer, working under contract with PG&E.
In A.12-08-007, which opened in August 2012, the Commission ordered the utilities to file applications for a statewide ME&O program, and since has ordered CSE to conduct a brand and website assessment for Energy Upgrade California, and to develop a marketing plan for the 2013 – 2014 timeframe.
In March 2016, the Commission authorized an open solicitation for an implementer for ME&O in 2017 and beyond (D16-03-029), and in September, 2016 approved the results of that solicitation, the selection of DDB (D.16-09-020)
