Diane Fellman serves as a Senior Policy Analyst in the California Public Utilities Commission’s Policy & Planning Division. In that capacity, she engages in developing platforms for the transformation of the energy sector that ensure affordability, reliability and decarburization. Ms. Fellman brings to the CPUC private sector experience at NRG and NextEra Energy Resources. Her work focused on advancement of governmental policies to encourage the development of natural gas, distributed resources, with customer driven energy solutions renewables (both utility scale and distributed generation), storage and electric vehicles. Previously as an attorney in private practice, Ms. Fellman represented energy developers before the CPUC and Energy Commission as well as in negotiations with the utilities for power purchase agreements. Ms. Fellman started her career in public service as an Administrative Law Judge with the Ohio Power Siting Commission. After a polar vortex, she came to California during the first Brown Administration to serve as a Hearing Officer and Office Manager at the Energy Commission and staff counsel for the CPUC.
