Interconnection Rulemaking 17-07-007

On July 13, 2017, the California Public Utilities Commission (CPUC or Commission) issued an Order Instituting Rulemaking to consider a variety of refinements to the interconnection of distributed energy resources under Electric Rule 21. This web page provides information about proceeding scope, schedule, working groups, and regulatory history. R.17-07-007 Working Groups

The R.17-07-007 Scoping Memo directs the utilities to convene a series of working groups to develop proposals to address the issues identified in the memo. Each working group is assigned to a discreet grouping of issues, as shown under "Proceeding Scope" below. Working group meetings are public and all interested persons may participate.

Currently, only Working Group Two is meeting. Instructions for how to join the distribution list for the working group can be found below.

Working Group One

Working Group One Final Report: On March 15, 2018, Working Group One filed the Working Group One Final Report with the Commission, recommending proposals to address "Urgent and/or Quickly Resolved Issues" (Issues 1-5 and 7). Per the scoping ruling, formal written comments are due to the Commission by April 15, 2018.

The last meeting of Working Group One was March 2, 2018.  

Working Group Two

Working Group Two is tasked with developing proposals to address "Integration Capacity Analysis and Streamlining Interconnection Issues". The Working Group Two report is due to the Commission no later than September 15, 2018. See the Scoping Memo for the full scoping proposed for Working Group Two.

Facilitation by Gridworks:  Gridworks will facilitate Working Group Two. All materials and meeting notifications will be shared via the Working Group Two website at http://www.gridworks.org/initiatives/rule-21-working-group-2.

Working Group Two held its first meeting via teleconference on Wednesday, March 14, 2018 at 2-3pm. The next meeting will take place on Wednesday, April 4 at 10am-3pm in San Francisco. After April 4, the working group will meet weekly (likely on Tuesdays and Wednesdays) through September 15, 2018, with every third meeting in-person. Distribution List: Following the kickoff call, Gridworks will maintain the distribution list for Working Group Two. If you have not already registered for this working group with SCE Case Admin, please sign up on the Gridworks website at  http://www.gridworks.org/initiatives/rule-21-working-group-2. This distribution list will be for Working Group Two participation; following the kickoff call, meeting materials and notifications will not be distributed to the R.17-07-007 service list.

On October 2, 2017, the R.17-07-007 Scoping Memo set forth the following sets of issues as within the scope of this proceeding:

  • Safety and Environmental Issues (Working Group Six)

  • Ratesetting Issues Requiring Coordination with 14-08-013 (Working Group Seven)

Phase Three

  • Small and Multi-Jurisdictional Utility Rules (Working Group Eight)

*The Smart Inverter Working Group will address issues in Working Group One and Working Group Five.

Due to the complexity and number of issues in this proceeding, it is the Commission's intent to complete the first phase of this proceeding within 24 months of the date the Scoping Memo is filed. Phases Two and Three of the proceeding will commence thirty days after a final decision is issued in Phase One of the proceeding.

On October 2, 2017, the Commission issued a Scoping Memo setting forth the category, issues, need for hearing, schedule, and other matters necessary to scope this proceeding. 

On October 13, 2017, Working Group One held its first meeting.

On March 14, 2018, Working Group Two held its first meeting.

On March 15, 2018, Working Group One filed the Working Group One Final Report with the Commission, recommending proposals to address "Urgent and/or Quickly Resolved Issues" (Issues 1-5 and 7).
