Required Reports TNCs Must Provide the CPUC

 

This page provides information on reports Transportation Network Companies (TNCs) are required to provide the California Public Utilities Commission. 

 

The due dates listed below are for TNCs operating before the due dates.  New TNCs must comply with these requirements as part of their application process.

 

  • Unless otherwise stated, all reports must be submitted to the CPUC’s Safety and Enforcement Division (SED) addressed to Licensing_TNC@cpuc.ca.gov.

  • TNCs must use the spreadsheets posted below for reporting data.

  • TNCs must email reports in Microsoft Excel format for spreadsheets, Microsoft Word or Adobe pdf format for narrative reports, and scanned copy of cover letters with appropriate signatures in Adobe pdf format.

  • All TNCs operating as of October 1, 2013, must report data starting on October 1, 2013.  Other TNCs must report data from the date they start operating.

  • You can use CPUC's FTP server to send us large files.  Go to https://cpucftp.cpuc.ca.gov.  If you are a new user, click on "I don't have an account yet" link to create a new account.

Driver Training Program

TNCs must ensure all drivers are safely operating their vehicle prior to the driver being able to offer service. 

 

This narrative report must be in Microsoft Word or Adobe pdf format.

 

Accessibility Plan 

The Accessibility Plan must include the following:

a.     A timeline for modifying apps so that they allow passengers to indicate their access needs, including but not limited to the need for a wheelchair accessible vehicle. A passenger should be allowed to state other access needs, either from a drop-down menu with room for comments or through a field requesting information.

b.     A plan for how the TNC will work to provide appropriate vehicles for passengers who specify access needs, including but not limited to a plan to provide incentive to individuals with accessible vehicles to become TNC drivers.

c.      A timeline for modifying apps and TNC websites so that they meet accessibility standards. The relevant standard for web access is WCAG 2.0 AA.

d.      A timeline for modifying apps so that they allow passengers to indicate that they are accompanied by a service animal, and for adopting a policy that service animals will be accommodated.

e.      A plan for ensuring that drivers’ review of customers will not be used in a manner that results in discrimination, including any policies that will be adopted and any monitoring that will take place by the TNC to enforce this requirement.
