Pursuant to General Order (G.O.) 133-C Section 6.4, the service quality reports submitted by wireline telephone companies are posted below to help telephone customers make informed decisions when selecting a telephone service provider.
On March 2011, the Communications Division (CD) prepared a report pursuant to G.O. 133-C § 7 regarding the quality of telephone service provided by wireline telephone companies in 2010. The findings and conclusions in the report are based on the data reported by the respective companies. The report also addressed the responses of AT&T California and Verizon California to the severe winter storms that caused wide-spread service outages in Southern California during the months of December 2010 and January 2011.
CD recommended in its report that the Commission opens an Order Instituting Investigation (OII) and/or Order Instituting Rulemaking (OIR) to examine issues including, but not limited to, changing or eliminating existing standards, clarifying the Out-of-Service calculation methodology, raw data form and content, and establishing a penalty mechanism for substandard performance.
