California Broadband Availability GIS Data and Maps

The following are the state's Broadband Availability Maps created pursuant to the CPUC's collection of data as part of the federal broadband inventory mapping effort.  Data were collected from California providers pursuant to a Recovery Act Broadband Mapping grant.  Availability and maximum advertised speeds are shown by mobile and fixed service availability.  Wireline data is shown by census block (for blocks 2 square miles or smaller), or street segment (for larger blocks).  For more information on the Recovery Act broadband mapping program visit the CPUC's State Broadband Mapping Program website.

Crowd Source App

In April 2013, we are releasing a crowd source version of our mobile testing app for Android smartphones, CalSPEED. CalSPEED empowers end-users with a professional-level, industry-standard testing tool to measure the quality and speed of their mobile data connection. CalSPEED conducts a two-phase test of an initial test and a second validation test in order to ensure statistically significant measurements. The test captures upload speed, download speed, message delay (latency), and message delay variation (jitter). The results are uploaded to a public repository at the CPUC to provide you with the ability to compare broadband coverage and performance at your location with that in other areas of California.

Mobile Broadband Drive-Test Project

Beginning May 2012 and every six months through 2014, the CPUC will be sending teams to drive around the state and measure the actual mobile broadband service of the big four providers, both with smartphones and laptop data cards.  We’re testing at the same designated 1200 points for each test.  These results will help determine the areas of the state that are un-served or under-served by broadband service, and thus eligible for CASF and various federal broadband infrastructure grants and subsidies. Our results will also demonstrate the extent to which mobile broadband service is a substitute for wired service.
