Commission seeks advisory board nominees

 

The California Public Utilities Commission is seeking nominations for member-alternate to represent the “Public Hospitals and Clinics” sector on the California Teleconnect Fund Administrative Committee.  The Committee was created pursuant to Public Utilities Code Section 280(b) to advise the Commission regarding the development, implementation, and administration of the California Teleconnect Fund (CTF).   A member alternate attends meetings and participates in the discussions and has voting rights only when the member representing their sector is not in attendance.

In Decision 96-10-066 on October 25, 1996, the Commission reaffirmed its commitment to universal service and created the CTF program in accordance with state and federal directives.  The program is funded through a surcharge on all  intrastate telecommunications services.   With an annual budget of $92,400,000, the CTF program provides a 50% discount on select telecommunications services to schools, libraries, hospitals and other non-profit organizations.

The Committee is composed of nine members representing the following sectors: Education, Public Libraries, Public Hospitals and Clinics, Rural Clinics and Telemedicine, Consumer Organization or Community Based Organization involved in public access to the internet such as a nonprofit community technology center (two representatives), a Local Exchange Carrier, the Division of Ratepayer Advocates, and the Deaf, Hearing Impaired or Disabled Community.

 

The Commission is currently considering new rules for the program, pursuant to OIR 13-01-010.  For more information about the role of the committee, see the CTF-AC Charter, Public Utilities Code Section 280, the Commission’s Rules of Practice and Procedure, and OIR 13-01-010.

Making Communications Services Affordable

The CTF program provides a 50% discount on select communications services to schools, libraries, hospitals and other non-profit organizations.

 

The program was established by Decision 96-10-066 on October 25, 1996.  In this decision, the California Public Utilities Commission reaffirmed its commitment to universal service, and created the CTF program in accordance with state and federal directives.  The program is funded through a surcharge on all customers that purchase intrastate telecommunications services.
