The California Teleconnect Fund (CTF) Program was established by Decision 96-10-066 on October 25, 1996. In this decision, the Commission reaffirmed its commitment to universal service, and in accordance with state and federal directives, created the CTF program to provide 50% discount on selected telecommunications services to qualifying schools, libraries, government-owned and operated hospitals and health clinics, and community based organizations.
The program is funded through a surcharge on all end-users of intrastate telecommunications services.

CTF/Senate Bill 1102
- SB 1102 as codified in Public Utilities Code Section 884.5 requires the application of E-rate discount to schools and libraries' telephone service bills prior to applying the 50% CTF discount. In the absence of the customer's actual E-rate, the statewide average E-rate discount should first be applied prior to applying the 50% CTF discount to the customer bills for the billing periods as follows:

- Please note that the statewide average E-rate discount is used solely for the purposes of calculating the CTF discount and it should be added back to the billed amount for payment by the customer. However, the customer should receive the actual E-rate benefit if they have been approved for E-rate. School Listings: These listings are arranged by county code, district code, and school code. [List of county codes]
Each entry in the listing contains the following:
(1) Number assigned to the county, district, or school under the county-district-school (CDS) code by the California Department of Education;
(2) CTF application number;
(3) Date the application was received by the CPUC, which is the date on which the listed school is eligible to receive CTF discounts; and
(4) Applicant's name.
Library Listings: This listing is arranged alphabetically by applicant's name.
Each entry in the list contains the following:
(1) CTF application number;
(2) Date the application was received by the CPUC, which is the date on which the library is eligible to receive CTF discounts; and
(3) Applicant's name.
CBO and Government-Owned Hospitals/Clinics Listings: These listings are arranged alphabetically by applicant's name.
Each line in the listing contains the following:
(1) CTF application number;
(2) Date the application was received by the CPUC, which is the date on which the applicant is eligible to receive CTF discounts*; and
(3) Applicant's name.
*Exception: Applications filed after May 8, 2003, but prior to June 23, 2003, will be eligible for CTF discounts on the date their carrier's tariff pages (filed in compliance with Resolution T-16742) become effective, which can not be earlier than June 23, 2003.
Effective December 1, 2008, California Community Colleges (CCCs) are eligible to participate in the CTF program. The approved CCCs are listed under the following link and are arranged alphabetically by applicant's name. Each line in the listing contains the following:
- CTF application number;
- MIS code number;
- Date the application was received by the CPUC, which is the date on which the applicant is eligible to receive CTF discounts*; and
- Applicant's name.
