Senate Bill 1102 became operative on January 1, 2006 (as codified in Public Utilities Code Section 884.5) - California Teleconnect Fund (CTF) carriers are required to apply the statewide average E-rate discount of 72% as indicated in the Telecommunications Division's Administrative Letter No. 10 before applying the CTF discount on eligible services, where applicable.
