Deaf and Disabled Telecommunications Program

The PUC, in compliance with Public Utilities Code § 2881, implemented three telecommunications programs for California residents who are deaf, hearing impaired and/or disabled.  These three programs are collectively known as the Deaf and Disabled Telecommunications Program (DDTP). The numbers of the enabling legislation that commonly identify these three programs are:

Senate Bill 227 (1984)   Telecommunications Devices for the Deaf
This program provides for the distribution on a loan basis of telecommunications devices for the deaf (TDDs) to certified deaf and hearing-impaired telephone subscribers, to any school or organization representing the deaf or hearing-impaired and state agencies having significant contact with the public.
Senate Bill 244 (1983)   California Relay Service This program was implemented to improve communications potential for the deaf and hearing-impaired by providing them direct access to California's public switched telephone network. The California Relay Service (CRS) uses third-party intervention to provide 24-hour contact with any other telephone subscriber.
Senate Bill 60 (1985)   Supplemental Telecommunications Devices for the Disabled This program provides specialized telecommunications equipment to consumers with hearing, vision, mobility, speech and cognitive disabilities. Examples of this equipment are amplifying devices, telephone ringer signals, speakerphones and cordless phones.

DDTP is administered and operated by the Commission under the advice of the Telecommunications Access for the Deaf and Disabled Administrative Committee (TADDAC).   For available services, please visit the DDTP website or call (877) 546-7414 (Voice)/(800) 867-4323 (TTY).    DDTP is funded by an all-end-user surcharge, the California Relay Service and Communications Device Fund (CRSCDF) surcharge.  This all-end-user surcharge is billed and collected by telecommunications carriers which, in turn, remit the surcharge monies to a financial institution as directed by the Commission or its representatives.     Questions about this program should be directed to Linda Gustafson by phone at 415-703-1801 or by e-mail to llg@cpuc.ca.gov.
