California Solar Initiative 2010 Impact Evaluation

The 2010 CSI Impact Evaluation (June 2011, 12 MB) study assesses the impact of the CSI program through the year 2010.  The study covers detailed energy and capacity impacts from the CSI and other distributed generation PV production programs in California.  You can also download the Executive Summary (520kB) separately.

To an extent greater than in last year's (2009 CSI Impact Evaluation June 2010) report, this study looks at programs beyond the CSI General Market program, such as CSI Single Family Affordable Solar Homes (SASH), CSI Multi-family Affordable Solar Homes (MASH), Self-Generation Incentive Program (SGIP0, Emerging Renewables Program (ERP), and New Solar Homes Partnership (NSHP).  Because the CSI program now has more years of performance data, this year's report also includes a section on annual degradation in output experienced by solar generators.  This year's report also focuses less on the impacts on transmission and distribution and more on net system exports.

On August 3, 2011, the CPUC hosted and Itron led a webinar reviewing its final report.  Here is the slide deck that was used.  The last slide includes contact information for the report’s authors.

On April 16, 2012, Itron completed additional work on the 2010 Impact Evaluation.  The CSI Impact Evaluation Addendum to the Final Report contains three chapters:

Section 1:  Introduction.  This section provides an introduction to the addendum.

Section 5:  PV Performance over Time.  This section quantifies the effects of ownership, incentive type, and module material on PV performance over time using two different methods.  This section also provides estimates of PV degradation of each of those groupings.

Section 7:  Analysis of Interval Billing Data.  This section uses interval billing data for CSI customers in PG&E territory to expand and revisit the interval billing analysis previously included in Section 7.2 of the 2010 CSI Impact Evaluation.
