2008 LTPP Rulemaking: Timeline & Schedule

Proceeding Timeline

  • December 10-11, 2009: Workshop on RPS planning in the LTPP.  Presentation materials are linked: Agenda and slides (1.5mb PDF). 
  • December 3, 2009: Assigned Commissioner's Ruling suspends the previously determined schedule of activities, and signals a split of the LTPP proceeding into seperate system and bundled proceedings.  It also signals the ongoing use of staff's RPS implementation analysis as an input to the 2010 LTPP system proceeding.
  • August 31, 2009: Parties filed reply comments on the Staff Proposal and alternative proposals.
  • August 21, 2009: Parties filed comments on the Staff Proposal and alternative proposals.
  • August 7, 2009: A workshop was held on alternative proposals for LTPP planning standards.  Presentation marterials are linked: SCE and SDG&E Alternative Proposal Presentation and L. Jan Reid's Alternative Proposal Presentation.
  • August 6, 2009: A workshop was held on the Staff Proposal for LTPP planning standards.  Presentation available here
  • August 5, 2009: Energy Division Staff served Preliminary Staff Responses to Pre-Workshop Questions.
  • July 21, 2009: Pre-workshop Questions filed in response to the July 1, 2009 Amended Scoping Ruling.  Alternative proposals were filed by SCE and SDG&E and L. Jan Reid.
  • July 1, 2009: The Energy Division Straw Proposal on LTPP Planning Standards (Staff Proposal) is filed in the proceeding, as an attachment Amended Scoping Memo, along with the final Best Practices Report with appendices and the Preliminary 33% RPS Report.
  • July 1, 2009: Amended Assigned Commissioner's Scoping Memo (Amended Scoping Memo).
  • June 12, 2009: Energy Division's 33% RPS Implementation Analysis: Preliminary Results report (Preliminary 33% RPS Report) is served.
  • October 31, 2008: Parties filed reply comments on MRTU issues: PG&E, SCE, and SDG&E.
  • October 24, 2008: Parties filed comments in response to IOUs' proposals on MRTU issues: AReM, SCE.
  • October 3, 2008: IOUs filed proposals and responses to questions on MRTU issues: PG&E, SCE, SDG&E.
  • October 3, 2008: Parties served responses to the Energy Division discussion paper on environmental issues in the LTPP.  Individual party responses are available below: CARE, CE Council, CEERT, GPI, LSA & CalWEA, PG&E, SCE, SDG&E, and UCS.
  • October 1, 2008: Parties served comments to the consultant's draft Best Practices Report.  Individual party responses are available below: AReM, Constellation, PG&E, SCE, SDG&E, UCS/NRDC.
  • September 19, 2008: Energy Division discussion paper on environmental issues is served.
  • September 7, 2008: Aspen/E3, Energy Division consultants, issued to the service list a draft report, Survey of Utility Resource Planning and Procurement Practices for Application to Long-Term Resource Planning in California (Best Practices Report), and requested comments by October 1, 2008.
  • September 2008 - March 2009: The working group participation guidelines and a list of working group participants is provided here. Working group meetings were held on the following dates:
    • SMWG - September 9, 2008 & September 23, 2008.
    • ADWG - September 17, 2008 & October 7, 2008.
    • IAWG - December 16, 2008 & February 9, 2008.
    • Electrification Working Sub-Group: March 10, 2009.
  • August 28, 2008: Assigned Commissioner issued Phase I ACR/Scoping Memo, establishing the scope and schedule for resolving Phase I issues.
  • August 28, 2008: Energy Divison hosted a workshop to initiate working group activities on Planning Scenarios and Metrics.
  • August 26, 2008: Energy Division hosted a workshop to kick-off the 33% RPS Implementation Staff Analysis.  Workshop materials are available on the RPS Program Webpage.
  • August 20, 2008: Parties served on the server list responses to the Planning Scenarios and Metrics Master Data Request.  Individual party responses are available below: CAC/EPUC, CLECA/CMTA, CE Council, CEERT, DRA, GPI, PG&E, SCE, SDG&E, UCS.
  • August 12, 2008: Parties served responses to the 33% RPS Data Request on the service list.  Individual party responses are available below: CLECA-CMTA, CalWEACARE, DRA, GPI, LSA, NRDC/UCS, MegaWatt, PG&E, SCE, SDG&E.
  • August 11, 2008: Energy Divison issued a Data Request and Workshop Notice on Planning Scenarios and Metrics.
  • August 5, 2008: Energy Division issued a Data Request for 33% RPS Implementation Analysis.
  • July 23, 2008: IOUs issued a joint 2nd Draft GHG Program Inventory to the service list.
  • July 10, 2008: Energy Division held a Workshop on GHG Uncertainty.  At the workshop, Energy Division described how the Planning Standards track would be subdivided into three sub-tracks, each with their own working group:
    • Scenarios and Metrics Working Group (SMWG)
    • Assumptions and Data (ADWG)
    • 33% RPS Staff Implementation Analysis Working Group (IAWG)
  • June 30, 2008: Department of Government Services (DGS) approved RFP#07PS5742, the LTPP Technical Support contract, and the Consultant Team (Aspen/E3) began work in the proceeding.
  • June 30, 2008: Parties filed Pre-Workshop Comments. Parties comments can be found in the R.08-02-007 docket.  
  • June 6, 2008: ALJ issued a ruling soliciting pre-workshop comments pertaining to a July 10, 2008, GHG Uncertainty Workshop.
  • May 21, 2008: Energy Division held a Workshop on Planning Standards. The IOUs described the contents of the Pre-Workshop Report on Planning Standards, and parties provided feedback. ED staff suggested, and parties agreed, to put further planning standards work on hold until the LTPP technical support consultant is hired.  A workshop summary was later circulated to the service list.
  • May 21: Energy Division held a Workshop on the GHG Program Inventories. The IOUs agreed to reissue a second draft by July 23, 2008, combining the three inventories into a single document, and to add introductory language.  The IOUs did not agree to estimate GHG savings.  Joint Parties (CLECA, CMTA, CAC/EPUC, and TURN) agreed to hold off on further discussion of GHG savings estimates until further development of the Planning Standards, which will develop and vet resource input assumptions (e.g., tons CO2/MWh) and analytical methods to, possibly, optimize resource plans to criteria such as lowest cost of GHG abatement. A workshop summary was later circulated to the service list.
  • May 16, 2008: IOUs issued Draft GHG Program Inventories to the service list in response to the OIR’s direction that they submit such a report.
  • May 14, 2008: IOUs issued a Joint Pre-Workshop Report on Planning Standards to the service list, representing the work of the PSWG.
  • April 30, 2008: CPUC issued its Notice of Intent to Award the LTPP technical support contract to the Consulting Team, Aspen Environmental Group (Aspen)/Energy & Environmental Economics (E3).
  • April 2008: Joint IOU (PG&E, SCE, and PG&E)/Joint Staff (CPUC and CEC) Planning Standards Working Group (PSWG) was formed to explore the potential for standardization.  A workshop summary was later circulated to the service list.
  • April 2, 2008: Energy Division held a Scoping Workshop.  ED gave a presentation, (1) responding to parties’ main OIR comments and (2) describing a straw proposal for planning elements that could be standardized:
    • Loads & resources tables and line-item definitions
    • Metrics for measuring portfolio performance
    • Input assumptions
    • Minimum planning scenarios
  • April 2, 2008: Pre-Hearing Conference (PHC) was held and the hearing was transcribed.
  • March 17, 2008: Parties filed Comments on the OIR. Parties comments can be found in the R.08-02-007 docket.
  • February 29, 2008: Energy Division posted an LTPP technical support RFP to assist ED in developing planning standards for LTPP.
  • February 20, 2008: Commission issued the R.08-02-007 OIR, including a detailed Attachment A: Preliminary Scoping Memo. In addition to establishing the preliminary scope, the OIR initiated collaboration between CEC and CPUC in this proceeding.
