The Commission established the Telecommunications Devices Placement Interim Program (TDPP) in compliance with Public Utilities Code § 2881.2. This program provides for publicly available telecommunications devices capable of servicing the needs of the deaf or hearing impaired in existing buildings, structures, facilities, and public accommodations. The TDPP is administered by the Commission through the TDD Placement Interim Committee (TPIC). Subject to the direction, control, and approval of the Commission, the TPIC determines and specifies locations within existing buildings, structures, facilities and public accommodations for the placement of program equipment; and, ensures consideration for the procurement, installation, and maintenance of the program equipment.
The TDPP is funded by an all-end-user surcharge incremental to the existing California Relay Service and Communications Device Fund (CRSCDF) surcharge. This all-end-user surcharge is billed and collected by telecommunications carriers, which, in turn, remit the surcharge monies to a financial institution as directed by the Commission or its representatives.
