Passenger Carrier Proceeding
On December 20, 2012, the CPUC opened a proceeding (R.12-12-011) to evaluate a new business model in the passenger carrier industry, now known as transportation network companies (TNCs), which the CPUC defined as organizations that provide prearranged transportation services for compensation using an online-enabled application (app) or platform to connect passengers with drivers using their personal vehicles.
The CPUC, which regulates charter-party carriers, opened the proceeding to protect passengers/consumers, ensure public safety and encourage innovation in the transportation of passengers by companies such as Lyft, Sidecar, and Uber. The CPUC has a responsibility to determine whether and how Californians might be affected by these businesses.
The CPUC encourages all interested parties to participate in the proceeding. The issues that will be examined concern the CPUC’s regulations for passenger carriers.
The CPUC seeks comment on issues, particularly the consumer protection and safety implications of TNCs’ business models and their potential impact on insurance and transportation access.
