John Bohn, California Public Utilities Commission, Commissioner

Since 2001, Commissioner Bohn was chairman of GlobalNet Venture Partners, a global financial advising and consulting firm. He was previously the co-founder and executive chairman of Chematch (now Chemconnect), an
Internet-based petrochemical trading exchange, from 1997 to 2000, and a managing director of the public relations firm Burson-Marsteller from 1997 to 1998.

Commissioner Bohn also served for over seven years as president and chief executive officer of Moody's Investors Service, beginning in 1989. Prior to that, he was appointed special assistant to U.S. Treasury Secretary Don Regan in
1981 and was subsequently made U.S. Ambassador and executive director of the Asian Development Bank. In 1984, Commissioner Bohn was appointed vice chairman of the Export Import Bank of the U.S. and in 1985 was made
chairman, president, and CEO. He was an international banker for Wells Fargo from 1967 to 1981 and practiced law in  California, Guam, and the Trust Territory of the Pacific from 1964 to 1967.

Commissioner Bohn is chairman of the board of directors of The Center for International Private Enterprise, a nonprofit affiliate of the National Endowment of Democracy and the U.S. Chamber of Commerce that funds and assists
the development of market-based democratic institutions throughout the developing world. He is a member of the Council on Foreign Relations of New York, a director of the World Affairs Council in San Francisco, and a director
and member of the executive committee of the U.S. Chamber of Commerce.

Commissioner Bohn, a Republican, is 67 years-old, resides in San Francisco, and has a Juris Doctorate degree from Harvard Law School and a Bachelor of Arts degree from Stanford University. He also attended the London School of
Economics as a Fulbright Fellow and is a member of the California State Bar and the bar of the Supreme Court of the U.S.

Art Baggett, State Water Resources Control Board, Board Member

Arthur G. Baggett, Jr., fills the position of the attorney with the five-member State Water Resources Control Board, which is responsible for protecting all water quality and water supplies in California. The Board is also responsible
for the allocation of surface water supplies for agricultural, public trust, and urban purposes throughout the State. As an attorney from El Portal, California, Mr. Baggett has had several law practices primarily in the areas of water,
environmental, business and family law. He holds a Master's Degree in Environmental Studies from Antioch College and a law degree from San Joaquin College of Law.

Mr. Baggett currently serves on the Adjunct Faculty at San Joaquin College of Law, and the President of the Association of State and Interstate Water Pollution Control Administrators. He previously served two terms on the Mariposa County Board of Supervisors from 1987 to 1995, and is the former Chair of the Mariposa County Water Agency. Mr. Baggett is also a former Board Member of the Mountain Counties Water Association, and a past President of the Mariposa County Bar Association. As a scientist and teacher, Mr. Baggett served as a faculty member for the Yosemite Institute, the Sierra Institute of UC Santa Cruz, the Yosemite Association, and served on the Adjunct Faculty at Fresno State University in the Department of Chemistry.

Gary Wolff, State Water Resources Control Board, Board Member

Gary Wolff, P.E. Ph.D., of Castro Valley serves on the State Water Control Board in the position of Professional Engineer. Prior to his appointment to the State Water Board, he served as one of two Water Quality appointments to
the nine-member San Francisco Bay Water Board. Since 2001, he has served as principal economist and engineer for the Pacific Institute for Studies in Environment, Development and Security. Dr. Wolff is an expert in the economics
and engineering of resource use, including water quality; water, energy, and materials end-use efficiency; and incentive policies.

His professional career has included solar energy construction contracting, water quality regulation for the State of California, design engineer at a wastewater treatment plant, founder and president of an engineering consulting firm, a
post-doctoral fellowship at the Center for Conservation Biology at Stanford University, and a visiting professorship at the Graduate School of International Policy Studies at the Monterey Institute of International Studies.

His community service includes chair of the Castro Valley Sanitary District Community Advisory Committee, past president of the Alameda County Recycling Board, past chair of the East Bay Municipal Utility District Demand
Management Advisory Committee, and past chair of the Board of WaterKeepers of Northern California (now Baykeeper). Dr. Wolff received his Doctoral degree in Resource Economics from the University of California at Berkeley, his Masters Degree in Civil and Environmental Engineering from Stanford University, and his Bachelors Degree in Renewable Energy Engineering Technology from Jordan College.

Kevin Reilly, California Department of Health Services, Deputy Director of Prevention Services

Dr. Kevin Reilly is Deputy Director for Prevention Services with the California Department of Health Services. He has been with the Department of Health Services since 1991 working in several positions in the field of infectious
diseases. Dr. Reilly has a Doctorate of Veterinary Medicine degree and a Master of Preventive Veterinary Medicine degree from the University of California Davis. In his current position, Dr. Reilly oversees the Department's
Public Health Programs including Chronic Disease and Injury Control; Communicable Diseases and HIV/AIDS, Environmental and Occupational Disease Control; Laboratory Sciences; Food, Drug and Radiation Safety; Drinking Water and Environmental Management; Clinical Preventive Medicine; and Binational Border Health. These programs include a workforce of approximately 3,000 and an annual budget in excess of $1 billion.

Mark Cowin, California Department of Water Resources, Chief, Division of Planning and Local Assistance

Mark Cowin serves as Chief of the Department of Water Resources' Division of Planning and Local Assistance, which is responsible for directing the State's water planning efforts and for providing technical assistance to communities. In previous assignments, Mr. Cowin served as Deputy Chief of DPLA and as an Assistant Director for the CALFED Bay-Delta Program. As Deputy Chief, he oversaw DPLA's Integrated Storage Investigations, Loans and Grants, and Statewide Water Planning Programs. While at CALFED, he was responsible for the Bay-Delta Program's water management planning activities and participated in developing the CALFED plan for restoring ecological health and improving water management for beneficial uses of the Bay-Delta.

Mr. Cowin has worked at the Department of Water Resources since 1981, including 12 years in the San Joaquin District office. He received a B.S. in Civil Engineering from Stanford University in 1980.


Cindy Forbes -
California Department of Health Services, Chief, Drinking Water Field Operations Branch—South

Cindy has worked with the California Department of Health Services, Drinking Water Program, from February 1978, (Student Assistant) to Present. Currently she is the Southern California Branch Chief, responsible for oversight of Public
Water Systems regulated by twelve drinking water district offices. The Southern California Branch includes 23 counties and about 4500 systems.

Ms. Forbes is Chair of the AWWA Regulatory Agencies Workgroup (RAW) and member of the Water Utilities Council (WUC); Current Trustee of the Governing Board of the CA-NV AWWA Section; Past Chair of the Water Quality Division of the CA-NV AWWA Section and Past Chair of the System Water Quality Committee of CA-NV AWWA.

She graduated from California State University, Fresno, in December of 1979 with a Bachelor of Science Degree in Civil Engineering, and a Licensed Professional Civil Engineer in the State of California since August of 1982.

Leah Walker - California Department of Health Services, Chief, Drinking Water Technical Operations Section

Leah Walker is the Chief of the Technical Operations Section of the California Department of Health Services, Drinking Water Program.

She is responsible for the technical aspects of the drinking water program and supervises several units, including Groundwater Recharge/Water Recycling, Standards and Technology, Policy Development, Operator Certification,
Proposition 50, Device Certification, and Treatment Technology.

Previously, Leah coordinated the implementation of Proposition 50, a water bond measure passed by the California voters in 2003. Leah was also the coordinator and project manager for the California Drinking Water Source
Assessment and Protection (DWSAP) program.

Leah is a registered Civil Engineer in California. She has a B.S. Degree in Civil Engineering from the University of California, Berkeley and a master's degree in Civil and Environmental Engineering from San Jose State University.

Michelle Moustakas, Environmental Protection Agency, California PWSS Program Project Officer

Michelle Moustakas is an environmental engineer with the Drinking Water Office, US EPA Region 9 in San Francisco.

Michelle began working in the drinking water program at EPA Region 9 in September, 1983 immediately after graduation from Stanford, and has been in the drinking water program ever since. Michelle has been involved in a
variety of drinking water program activities including direct implementation on Navajo tribal lands, Regional coordinator for assistance to small drinking water systems, and spent three years on detail to the California Department of Health
Services during which time she served as a field engineer for Marin and Solano counties. She has been the California Program Manager since 1998, and she also acts as the Regional representative for Stage 2/LT2 early implementation
activities and as the Regional coordinator for the Capacity Development Program.

Michelle has a B.S. in Environmental Engineering from the University of Florida and an M.S. in Civil Engineering (Water Resource Emphasis) from Stanford University. She received her California professional engineer license in 1986.

Mike McKibben, California Department of Health Services, Senior Sanitary Engineer, Drinking Water Technical Operations Section

Mike is currently a Senior Engineer in the Technical Programs Branch for California's Drinking Water Program and was formally an engineer in the program's Field Operations Branch. Prior to working for the State of California, Mike worked as an environmental engineer for U.S. EPA Regions 2, 4, and 6, in EPA's NPDES, Air, and Superfund programs.

Bruce Macler, Environmental Protection Agency, Drinking Water Toxicologist

Bruce is a drinking water toxicologist for the U.S. Environmental Protection Agency, Region 9. In this capacity, he provides advice on drinking water public health issues and serve on EPA's regulatory workgroups. He also fulfills the
responsibilities of EPA's National Microbial Risk Assessment Expert. As such, he works on EPA policy, research, and programs involving public health issues from microbial contamination of water.

Mr. Macler is active in the American Water Works Association and serve on several committees. He also serves on several national research advisory boards and editorial review panels.  Prior to joining EPA, he held academic and research positions at NASA, University of California at Berkeley, and State
University of New York at Stonybrook. His research primarily focused on the biochemistry of natural products. He has authored or co-authored more than 70 articles and research publications.

Bruce has an A.B. in Biochemistry, from University of California, Berkeley, 1974; and a Ph.D. in Biochemistry, from University of California, Berkeley, 1981.

Paul Townsley, California American Water, President

In his position as President of the Western Region, with headquarters in Chula Vista, California, Paul Townsley is responsible for American Water's regulated and non-regulated business units in six western states, including California,
Arizona, Hawaii, New Mexico, Washington, and Texas. Together, these operations provide water and wastewater service to approximately 1.2 million people in numerous communities throughout the American west.

As regional president of American Water's Western Region, Townsley leads a staff of six regional directors, who in turn direct more than 500 employees in six states. He is responsible for all aspects of the business including financial
performance, strategic planning, operational integrity, legal and regulatory compliance, business development, customer service, and human resource management.

Mr. Townsley is also president of most of the wholly-owned subsidiary water companies in the Western Region including California American Water Company, New Mexico American Water Company, Hawaii American Water
Company, and Texas American Water Company. In his capacity as regional president, Mr. Townsley is responsible for major operations contracts that American Water holds with the cities of Phoenix, Stockton, Seattle, Houston, and East Palo Alto.

With over 25 years experience in the utility industry, Mr. Townsley has extensive executive leadership experience. Prior to joining American Water in 2002 he held a variety of executive positions with Citizens Utilities Company and was in
various assignments responsible for its water/wastewater, electricity, and natural gas utilities in a number of States.

Mr. Townsley is a licensed mechanical engineer in the states of Arizona and Hawaii, and holds a national license as a marine engineer. He is a member of the California Foundation on the Environment and the Economy, the California
Water Utilities Executive Council, and the Scripps Hospital Advisory Board.
Mr. Townsley holds a Bachelor of Science degree in Marine Engineering from the US Merchant Marine Academy, in Kings Point New York.

Eileen White, East Bay Municipal Utility District, Manager, Water Operations

Eileen White is the Manager of Water Operations for the East Bay Municipal Utility District (EBMUD) in Oakland, California. Eileen has worked for over 20 years as a professional engineer in the water and wastewater industries.
Her current duties include managing the engineering support staff of the Operations Department and overseeing and managing the operations of the District's water supply reservoirs, treatment plants, and distribution system. She
oversees a staff of approximately 200 people and a yearly operating budget of $40 million. In her prior positions, she also assisted in the management of the District's $200 million Seismic Improvement Program and a $200 million Wastewater Program of treatment plant and pipeline improvements.

Eileen is a member of the American Society of Civil Engineers and the American Water Works Association. Eileen's education includes a Bachelor of Science Degree in Engineering from U.C. Berkeley. She is a registered Civil
Engineer in California and a California licensed D5 Distribution Operator.

Heather Collins, California Department of Health Services, Chief, South Coast Section, Drinking Water Field Operations Branch—South

Heather Collins has over 15 years of experience in the drinking water industry. Currently, she is a Regional Engineer for the California Department of Health Services, Drinking Water Program in Southern California responsible for
4 district offices and 6 Local Primacy Agencies in Southern California that oversee public water systems in Orange, Riverside, San Diego, San Bernardino, Imperial, Inyo and Mono Counties. Her current focus includes evaluating and
permitting, existing and emerging water quality treatment technologies for the removal of perchlorate, NDMA, and other emerging contaminants from impacted drinking water supplies in Southern California. Her specialties are surface
and groundwater treatment, desalination, water reclamation and groundwater recharge, cross connection control, and regulatory oversight. She consults with and advises a variety of health, public officials, engineers, attorneys, water
consumer groups, and others on health aspects of water supply quality control program. She provides engineering assistance to water systems and consultants on water quality issues, operational problems and treatment facilities, conducts enforcement activities to bring water systems into compliance with the applicable state laws and regulations, reviews plans and specifications. She is actively working with corporate Department of Defense programs, ESTCP and SERDP, in the evaluation of alternative technologies that can significantly reduce the costs of removing perchlorate for large-scale drinking water treatment installations.

Mrs. Collins holds Civil Engineering Degrees from Loyola Marymount and California Polytechnic Pomona Universities. She is a Registered Civil Engineer and certified Water Treatment Operator. Mrs. Collins is an active member of the
American Water Works Association and serves on the Opflow Editorial Advisory Board, and the Cal-Nevada section Young Professionals Committee.

Denise Kruger, Golden State Water Company, Senior Vice President

Denise Kruger is the Senior Vice President, Operations for Golden State Water Company. In this role, Ms. Kruger has oversight of all operations functions for the company. Ms. Kruger is responsible for the overall administrative, accounting, field operations, customer service, water quality, engineering, and planning functions of each operating region, spanning throughout California and Arizona.

Ms. Kruger is responsible for an annual Capital Improvement Program in each operating area. Golden State Water Company provides water service to 250,000 customers and electric service to 21,800 customers in California, and water service to 12,000 customers in Arizona.

Ms. Kruger has over 19 years of experience in the utility business. She joined Golden State Water Company in 1992 as Manager of Quality Assurance and Water Quality. In 1998 Ms. Kruger was appointed to the position of Vice
President, Water Quality.

She then served as Vice President of Customer Service for Region II, the Company's largest operating region, from 2001 to 2004, when she was appointed Senior Vice President, Operations.

Jeanne Zolezzi, Herum Crabtree Brown, Partner

Jeanne Zolezzi is a founding shareholder of Herum Crabtree Brown in Stockton, California. A real property lawyer, she specializes in water rights and water quality issues, and the agricultural and environmental aspects of real property.
She practices extensively before the California State Water Resources Control Board, has negotiated contracts for water service with the United States, and is litigating several water cases against the Department of the Interior in federal
court involving implementation of the Central Valley Project Improvement Act.
Ms. Zolezzi is active in her community, winner of the prestigious Athena Award, and past president of the Chamber of Commerce. She has written and lectured on many aspects of California water law, including application of the area
of origin statutes. She is a former vice-chair of the Water Resources Committee of the American Bar Association's Section of Environment, Energy and Resources, and a member of the Association of California Water Agencies Legal and Groundwater Committees.

She earned her J.D. summa cum laude in 1985 from the University of Santa Clara, and her A.B. from Stanford University in 1982. She is admitted in California and before the Eastern District Federal Court and Court of Federal Claims.

Keith Whitman, Santa Clara Valley Water District, Deputy Operating Officer

Keith Whitman has served as the Deputy Operating Officer for Water Supply Management at the Santa Clara Valley Water District's (District) Water Utility Enterprise for the past six years. In this capacity he has overall responsibility
for the District's $70 million annual operating budget and program for water supply planning and management. This includes areas such as the water conservation program, water recycling program, groundwater management, reservoir operations, imported water rights, system operations planning, and long term water supply planning. Many of these programs are implemented through partnerships and cooperative agreements.

Prior to holding this position, he served in several different areas of management and technical responsibility at the District. In the early 1990s Mr. Whitman served as the first program manager for the 13-agency cooperative stormwater management programs in Santa Clara County. In 1993 this program won the US EnvironmentalProtection Agency's (USEPA) national first place award for an outstanding municipal stormwater management program. Mr. Whitman also served on the US EPA National Drinking Water Advisory Committee's work
source water protection.

Mr. Whitman has 26 years of experience at the District and is a registered professional engineer in the state California. He holds BS and MS degrees in civil engineering, an MPA from San Jose State University, and completed training at the University of North Carolina's Center for Water and Wastewater Leadership.

Rodney Smith, J&M Water Development LLC, President and Managing Director

Rodney Smith is Managing Member J&M Water Development LLC (a California limited liability company), Managing Member of Strategic Water Management LLC (a Delaware limited liability company), and Vice President of Stratecon
Inc, an economics and strategic planning consulting firm specializing in the economics, finance, law, and politics of water resources. He is involved as a partner or advisor in the acquisition of water rights throughout the western United
States and in the sale and leasing of water rights and water supplies to public and private sector water users. He has consulted extensively for public and private sector clients. Recently, Rod worked on the IID/San Diego County Water
Authority Agreement, the settlement of Colorado River disputes on behalf of the Imperial Irrigation District, and the recent acquisition of 42,000 acres from the United States Filter Corporation, a unit of Veolia Environment.

Dr. Smith has written on the law, economics, and finance of water resources
and water policy. In 1987, he created and became co-editor of Stratecon's two paid-circulation publications Water Strategist: A Quarterly Analysis of Water
Marketing, Finance, Legislation, and Litigation, and Water Intelligence Monthly, a supplement reporting on recent developments in federal, state and local water policy. In January 1999, these publications were combined into a monthly
web-based publication and information service, Water Strategist, which extended its coverage to include developments in the emerging private corporate participation in western water matters. The web address is

Rod is also known for his books Troubled Waters: Financing Water in the West and Trading Water: A Legal Framework for Water Marketing, sponsored by the Ford Foundation through grants to the Council of Governors' Policy Advisors.
Former Secretary of the Interior Bruce Babbitt wrote the forwards for both books.
Dr. Smith received his Ph.D. in Economics from the University of Chicago and a Bachelor of Arts in Economics from the University of California at Los Angeles.

Panel #4, Accessing Clean and Affordable Water: A Discussion

Kevin Coughlan, California Public Utilities Commission, Director, Water Division

Kevin was appointed Director of the Water Division in January of 2005. During his 32 years of experience at the Commission, Kevin has worked on the energy, telecommunications, transportation, and water sectors. He has also been an advisor to four Commissioners. He played a leading role in developing the CPUC's Water Action Plan, a proactive plan for implementing strategic objectives designed to improve regulatory policies for the state's investor-owned water utilities. He has a Bachelor's degree in civil engineering (international business). He is a licensed civil engineer.

Chris Frahm, Hatch & Parent, Attorney

Ms. Frahm is a partner and shareholder with the law firm of Hatch & Parent. She is an attorney and legislative advocate representing public and private sector clients throughout California. Her work experience includes strategic
planning, negotiations, lobbying, and outreach on significant issues in complex water and infrastructure related matters. Mr. Frahm has significant public policy and agency experience, having served as a member of the board
of directors of the Metropolitan Water District of Southern California (Vice-Chairwoman of the Board) and San Diego County water Authority (Chairwoman of the Board). Ms. Frahm pioneered the San Diego/IID water transfer which became the foundation of California's historic settlement agreements on the Colorado River. Recently, she has worked with water utilities and environmental groups to develop recommendations to the Public Utilities Commission to position water utilities to increase water conservation.

Ms. Frahm is currently a member of the board of directors of the California Foundation on the Environment and the Economy (Executive and Water Steering Committees), and Chairs the San Diego Regional Chamber of Commerce
Water Committee. She is also a member of the board of directors of the San Diego Convention Center Corporation.

She has received many honors, including the Chamber's Pete Wilson Leadership Award. Ms. Frahm received her JD with honors from the University of Southern California.

Jeff Holt, Goldman Sachs, Vice President, Municipal Finance

Jeff Holt is a Vice President in the San Francisco office concentrating on transportation infrastructure and project finance. Mr. Holt joined Goldman Sachs in 1998 and has been the senior banker for many large transportation infrastructure projects throughout the US, including the $2.4 billion Alameda Corridor and the $275 million Reno ReTrac projects. He spent two years helping the Puerto Rican government fund a greenfield deepwater port in Ponce.

Mr. Holt also advised the State of Washington Transportation Department on the concession for the $880 million second span of the Tacoma Narrows Bridge.

Mr. Holt served as senior banker for Truckee Meadows Water Authority (TMWA) team in purchasing the water storage and distribution assets of the Sierra Pacific Power Company. He has worked in the public finance sector for 26
years. Prior to working at Goldman Sachs, Mr. Holt spent seven years at UBS.

Mr. Holt has been associated with three transactions that were named Deals of the Year by Institutional Investor magazine for 1989, 1992 and 1997. He is also
a member of the Transportation Research Board.

Mr. Holt serves as Chairman of the Liahona Club, a not-for-profit organization that maintains girls camps in the Sierra Nevada Mountains. Mr. Holt graduated Cum Laude from the University of Utah with a BS in Finance.
