Bill Johnston, Jr., Telecommunications Advisor

Bill Johnston, Jr., is Commissioner Sandoval’s Telecommunications Advisor. Prior to joining the team, he served as a Senior Regulatory Analyst in the Communications Division, working chiefly on FCC matters.

Bill joined the Commission in 1997 as an Analyst in the Division of Ratepayer Advocates, performing policy analysis and testifying in cases involving universal service, mergers, competition, and distributed energy. He also served as DRA’s representative on the Telecommunications Access for the Deaf and Disabled Administrative Committee (TADDAC). As part of the Federal Team in the Communications Division, he worked on a variety of filings at the FCC, including the National Broadband Plan, universal service, telecommunications infrastructure, and consumer protection, as well as helping draft CPUC rulemakings.

Bill has a B.A. in Political Science from the University of California at Santa Barbara, and a Ph.D. in Government from the Claremont Graduate University. He taught in the Social Sciences Department of California Polytechnic University, Pomona, in the Government Department at Lake Forest College in Illinois, and in the Political and History Departments at California State University at Northridge
