Dr. Stephen St. Marie is Commissioner Sandoval’s Water Advisor. He also advises on other matters as assigned, including General Rate Cases, Cost of Capital, Rates and Pricing, and selected other energy matters.
Stephen joined the CPUC in 2003 and served as a Public Utility Regulatory Analyst in the Energy Division. Prior to joining the CPUC, Stephen had a career as a consulting economist. He was associated with NERA and Navigant Consulting, and he also worked as an independent practitioner. Earlier he served as Manager of Marketing Statistics at the Aluminum Association, a trade association of Aluminum-related businesses. Stephen began his career as an Economist at the U.S. Department of Labor’s Bureau of Labor Statistics in Washington, DC.
Stephen has a B.A. (magna cum laude) in economics from the University of Massachusetts at Amherst. He later studied at the George Washington University in Washington DC, where he was awarded a M.A. and a PhD in economics.
