Dian M. Grueneich

CPUC Commissioner from 2005 - December 31, 2010

Dian M. Grueneich was appointed to the California Public Utilities Commission (CPUC) by Governor Arnold Schwarzenegger in January 2005 and unanimously confirmed by the State Senate for a six year term. 

Commissioner Grueneich is a nationally recognized expert in energy and environmental issues, with over 33 years experience.  At the CPUC, she focuses on energy efficiency, demand response, advanced meter infrastructure (smart grid), renewable energy resources, transmission permitting, Western transmission planning, climate change, and low income consumer issues.

Commissioner Grueneich is the lead Commissioner on energy efficiency and demand response at the CPUC. She provided leadership for the groundbreaking 2008 California Long-Term Energy Efficiency Strategic Plan and oversaw 40% expansion of energy efficiency funding in 2009, resulting in the current 3-year, $3.8 billion energy efficiency program of the California investor-owned utilities, the largest in the United States.  Other areas of focus have including adoption of California’s “net zero energy” building goals and the launch of Engage 360 and Upgrade California, the state’s new clean energy marketing/outreach effort and home retrofit program, respectively.

Commissioner Grueneich is the lead Commissioner on transmission issues at the CPUC, overseeing the streamlining of California’s transmission siting process and the successful permitting of three major transmission lines to bring renewable energy to California’s load centers.  These three transmission lines, all under construction, will result in over $6 billion of new energy infrastructure. She has been a leader in establishing the California Renewable Energy Transmission Initiative, the parallel Western Renewable Energy Zone Initiative, and the Western Interconnection’s regional transmission planning process, for which she chairs the Demand Side Management Group and serves on the Transmission Expansion Planning Policy Committee of the Western Electricity Coordinating Council.

Addressing the utility needs of low-income consumers is a top priority for Commissioner Grueneich.  She serves as the Commission-appointee to California’s Low Income Oversight Board, is the Assigned Commissioner on low-income energy cases, and strongly supports the California Lifeline Telephone Program.

Commissioner Grueneich is committed to building partnerships nationally and internationally. She serves on the U.S. Department of Energy Electricity Advisory Committee, the NARUC/FERC Smart Response Collaborative, the Federal-State Energy Efficiency Action Network, the DOE/EPA Residential Retrofit Working Group, the Leadership Council of the China-US Energy Efficiency Alliance, and the International CHP/DHC Collaborative sponsored by the International Energy Agency. 

Prior to her appointment, Commissioner Grueneich served as a Board member of the American Council for an Energy-Efficient Economy and is a past-President of the California League of Conservation Voters.  She is a graduate of Stanford University and holds a J.D. from Georgetown University.
