Kelly Hymes joined the California Public Utilities Commission in 2001 as an analyst in the Telecommunications Division. Ms. Hymes most recently participated as a member of the Intercarrier Compensation (ICC) team, which was responsible for analyzing industry proposals for the reformation of the national ICC system. From 2003-2004, she worked on the Triennial Review Order team, analyzing data and testimony to determine the extent of telecommunications competition in California. Ms. Hymes was the lead staff for the Commission's Deaf and Disabled Telecommunications Program (DDTP) transition project, during which time she also served as the Commission's Liaison to the DDTP Administrative Committee.
Ms. Hymes' experience prior to joining the Commission includes management of the communications department of a national membership organization promoting alternative care for the frail elderly; researching and analyzing ground water clean-up activities at superfund sites; and project coordination for an online sports media/entertainment company that produced NBC's official website for the 2000 Sydney Olympic games.
An alumnus of the University of Maryland, Ms. Hymes graduated with a bachelor degree in Urban Studies emphasizing physical planning. She also holds a Master of Public Administration (MPA) from Golden Gate University in San Francisco, where she was the first recipient of the MPA Associates' Award.
