The Public Programs Branch is responsible for oversight and implementation of the Deaf and Disabled Telecommunication Program, the Universal Lifeline Service Program, the California High Cost Fund, the Teleconnect Fund, and Pay Telephone Service. The Branch develops, advises, and implements consumer protection and education programs and reviews, analyzes, and implements Universal Service in California.
