Rule 4.1 has been revised to expand the definition of complaints that may be brought before the CPUC to include complaints by local governments against holders of state franchises to provide video service, pursuant to § 5890(g).of the Digital Infrastructure and Video Competition Act of 2006 (DIVCA, Pub. Util. Code § 5800 et seq.)
