R.09-11-014 - Rulemaking to Examine Post-2008 Energy Efficiency Policies, Programs, Evaluation, Measurement, and Verification, and Related Issues. In addition to addressing funding for an extension of the 2010-2012 program cycle into either 2013 or 2014, the Proceeding is divided into three phases:
Phase 1 - Establishes the Commission’s energy efficiency EM&V objectives for post-2012 programs, identifies challenges to be addressed before those programs begin, and authorizes a series of workshops designed to address those challenges in a collaborative and transparent manner. See D.10-10-033.
Phase 2 - Examines the role of Community Choice Aggregators (CCA) as administrators of energy efficiency programs.
Phase 3 - Examines how reductions in Public Purpose Program (PPP) funding for energy efficiency gas programs recently authorized by statute would be implemented and addresses a motion to shift uncommitted energy funds filed by the IOUs on July 1, 2011 in A.08-07-021 et al.
R.09-01-019 - Risk/Reward Incentive Mechanism (RRIM) - In D.07-09-043, the Commission authorized a RRIM, under which utilities would be rewarded/penalized based on evaluated energy savings for the 2006-2008 and subsequent program cycles. See R.09-01-019 for all Commission decisions regarding incentive payments for the 2006-2008 program cycle, modifications to D.07-09-043, and Commission direction for the 2010-2012 program cycle.
