Residential and Nonresidenial Evaluation RFP

The California Public Utilities Commission's Energy Division is soliciting bids to conduct evaluation, measurement, and verification (EM&V) of the California Investor Owned Utility PY 2006-2008 residential and nonresidential retrofit energy efficiency programs. The EM&V research needs have been segmented into 10 discrete groups of programs below, for which the CPUC's Energy Division is expecting separate bids.

  • Major Commercial
  • Commercial Facilities
  • Specialized Commercial
  • Commercial Retrocommissioning
  • PG&E Fabrication, Process and Manufacturing
  • PG&E Agricultural and Food Processing
  • Southern California Industrial and Agricultural
  • Government Partnerships

The CSCR website requires a simple registration process.

Firms/teams interested in responding to this RFP are encouraged to send an e-mail notification indicating their respective interests, providing their firm's name, contact person, e-mail address, mailing address, phone number, identifying the project(s) on which they intend to bid. This notification should be sent to the attention of Tim Drew of the California Public Utilities Commission (CPUC or Commission) at by May 4th, 2007. Your notification will help us ensure that your firm/team receives any supplemental or updated information that might be released subsequent to the issuance of this RFP.

All proposals (original paper and paper copies) must be received by 4:00 p.m. on June 15th, 2007 (extended from June 8th), to be considered.

A bidders conference will be held in the CPUC Training Room A on May 11th, 2007 from 10 AM to 5 PM. Bidders may submit questions to Tim Drew via email up until 5:00 p.m. on May 18th, 2007. A compilation of bidder questions and Energy Division responses will be provided to all bidders who provided a notification of intent to bid.
