Evaluation of CPUC Energy Efficiency Programs

Purpose of Evaluation

In Decision (D.) 05-11-011, the Commission authorized funding for Energy Division to assume the management and contracting responsibilities for all Evaluation, Measurement, and Verification (EM&V) studies that will be used to (1) measure and verify energy and peak load savings for individual programs, groups of programs and at the portfolio level, (2) generate the data for savings estimates and cost-effectiveness inputs, (3) measure and evaluate the achievements of the performance basis, and (4) evaluate whether programs or portfolio goals are met. 

Basic Methodology

California’s energy efficiency programs, covering the utility service areas for Pacific Gas and Electric, Southern California Edison, Southern California Gas, and San Diego Gas and Electric, were grouped into one of the two contracts listed below.  The approved sub-contractors conducting the EM&V studies for the two prime contracts  are also listed.  These prime contractors, or one of their sub-contractors, will contact both residential and non-residential customers to participate in phone surveys or to schedule on-site visits, for the purposes of collecting EM&V data and measurements for related to evaluation work during the 2013-2014 program cycle. Confidentiality

The State of California has specific laws that protect the privacy and confidentiality of individuals and businesses that choose to participate in this research. As such, all information collected during the course of this study will be subject to these laws and will be held in the strictest confidence. All information related to this project, whether provided by utilities or collected directly from participants will not be released to anyone in a form that could allow the identification of any business, individual or facility.
