The staff from the four investor-owned utilities and Commission staff collaboratively developed guidance documents for the custom project ex ante review process. These guidance documents provide details on the Commission’s policies and procedures to be utilized in the development of ex ante values for custom projects/measures. This need arises out of the utilities’ and their implementers’ concerns expressed to Commission staff, that many of the Commission staff review criteria and requirements are not clear and well understood by those in the program implementation activities.
