Post 2012 Energy Efficiency Policy Proceeding
The Commission established Rulemaking R.09-11-014 to address updates to our energy efficiency savings goals, and continued implementation of the California Energy Efficiency Strategic Plan, as well as to consider adjustments to the methodologies used to inform decision-making on investments and budgets. This rulemaking, or a successor proceeding, will also be the forum for initiating the next planning cycle for post 2012 energy efficiency program plans, funding levels, and related issues. R.09-11-014 has several phases:
Phase I
To provide comprehensive review of the Commission’s existing energy efficiency evaluation, measurement, and verification (EM&V) practices.
- D.10-04-029 established the roles for and relationships between Energy Division and the utilities for EM&V throughout the 2010-2012 program cycle
Phase II
To review policies and procedure to provide access to energy efficiency funds for Community Choice Aggregators.
Phase III
To provide guidance on funding for Gas Public Purpose Programs.
